Org. Setting and Reporting

This position is based in the Division of Enterprise Competitiveness and Institutions (DECI) and attached to the Sector and Enterprise Competitiveness Section (SEC). The Programme Officer will lead the UK Trade Partnerships Programme team. The United Kingdom Trade Partnerships (UKTP) Programme is one of the implementing partners of the Foreign, Commonwealth & Development Office (FCDO) of the United Kingdom of Great Britain and Northern Ireland's Trade Centre of Expertise (CoE) - a new mechanism established to provide a streamlined offer for developing countries and UK High Commissions to access high quality trade-related technical assistance. The UKTP Programme aims to increase trade from developing countries to the United Kingdom (UK) and the European Union (EU) by maximizing the benefits of UK and EU Economic Partnership Agreements (EPAs) and the UK's Developing Countries Trading Scheme (DCTS). The UKTP Programme works in partnership with government agencies, private sector organisations, public sector institutions, small and medium-sized enterprises and other local stakeholders. Within the framework of UKTP, current activities of the programme are: - Exports and imports market research. - UK market access advisory, trade fair participation, UK and inward trade and investment missions for SMEs. - Select advisory in areas such as marketing, branding, product development and packaging, and gender equality. - Strengthening of business support organizations for high-export potential sectors. The Programme Officer will work at the center of an implementation team bringing together Geneva based technical teams, advisors in pilot countries and a wide network of national and international partners.

Responsibilities

Under the direct supervision of the Chief, Sector and Enterprise Competitiveness, the Programme Officer will be responsible for the following duties: • Develops, implements and evaluates UKTP project and coordinates sub-projects.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. • Researches, analyzes and presents information gathered from diverse sources. • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Performs other duties as required.

Education

An advanced university degree (Master’s or equivalent) in in business administration, management, economics or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of experience in project or programme management administration or related area is required. Experience in Trade Related Technical Assistance is desirable. Experience working with developing countries is desirable. Experience advising companies on export, investment or business development is desirable.

Languages

Fluency in English and working knowledge of French (both oral and written) is required. Knowledge of Spanish is an advantage.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
