OBJECTIVES OF THE PROGRAMME

Unitaid, a partnership hosted by the World Health Organization, is focused on accelerating the introduction and adoption of key health products primarily for HIVand co-infections, tuberculosis, malaria and women and children's health. It creates systemic conditions for sustainable and equitable access and aims to foster inclusive and demand-driven partnerships for innovation. It designs and invests in innovative approaches to make quality health products available and affordable in low- and middle-income countries. It promotes collective efforts with partners, countries and communities, unlocking access to the tools, services and care than can deliver the best results, improve health and address global health priorities.

DESCRIPTION OF DUTIES

In this role, Programme Officer will undertake following responsibilities:

1. Portfolio Management:

  • Support the development and execution of a comprehensive regional portfolio management strategy for enhancing healthcare products manufacturing in target regions e.g., Africa and Latin America.
  • Support the development and implementation of individual proposals and grants, liaising with Unitaid and external experts on a continuous basis for technical support, clarification, and analysis.
  • Administer a set of individual grants through the grant lifecycle, from proposal development to grant closure/transition to partner, when applicable.

2. Project Planning and Execution:

  • Plan, coordinate, and manage initiatives supporting the end-to-end manufacturing process for healthcare products, ensuring timely delivery and quality control.
  • Define project scope, objectives, deliverables, and timelines, ensuring alignment with organizational goals.
  • Draft key aspects of grant documentation, including technical, programmatic and risk elements.
  • Provide input into negotiations with partners to finalize grant documentation, with emphasis on performance and monitoring of verifiable results.
  • Provide recommendations and support in the development of budget projections and financial requirements.
  • Monitor project progress, identify potential risks or issues, and implement corrective actions, as necessary.

3. Compliance and Quality Assurance:

  • Support oversight of compliance with relevant industry regulations, standards, and guidelines pertaining to healthcare products manufacturing.
  • Monitor grant implementation, report on the status of implementation; and ensure compliance with due process at all stages of grant management.
  • Prepare reports on status of implementation and performance of partners.
  • Assist in developing risk mitigation plans at the grant level.

4. Stakeholder Engagement:

  • Support and maintain strong relationships with healthcare organizations, regulatory bodies, suppliers, and other external partners.
  • Contribute to the development of operational partnerships to ensure strong fit of grants with other stakeholders in the global health community.
  • Collaborate effectively to support dialogue and preparation of funding requests.
  • Prepare clear recommendations to supervisors regarding funding requests, governance, and policies, as well as risk and feasibility assessments.
  • Gather, follow up and synthesize requests for information and responses to stakeholders.
  • Assist supervisors in the preparation of communications and briefs.
  • Coordinate and deliver on ad hoc data requests.
  • Perform any other duties as required.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in one of the following areas: engineering (or) life sciences (or) business/public administration (or) project management (or) public health. Desirable: Advanced degree or training in development/manufacturing of health products.

Experience

Essential:

  • At least 5 years of progressive experience in managing projects or grants, preferably at an international level.
  • Work experience along the manufacturing value chain for health products research and development to manufacturing and commercialization.
  • Experience in healthcare manufacturing processes, supply chain management, and regulatory requirements.
  • Experience in supporting various aspects of project/grant management, including proposal development, risk and feasibility assessment, document review and implementation.
  • Demonstrated experience of project financing and financial processes with ability to prepare and manage budgets; complemented by experience in negotiation.
  • Work experience in multi stakeholder LMIC (regional and/or county level) environments and working across multi-functional and dynamic teams.
  • Experience in engaging with diverse stakeholders, negotiate contracts, and resolve issues.

Desirable:

  • Experience in project management in supply chain, product development, market access/regulatory, quality assurance, and/or intellectual property.
  • Experience in health products access in LMICs.

Skills

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 64,121 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4766 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
