Org. Setting and Reporting

This position is located in San Jose, Costa Rica, Programme Office in Costa Rica (POCRI), operating under the Regional Office for Central America and the Caribbean in Panama (ROPAN). The incumbent will work under the direct supervision of the regional Programme Coordinator, Passenger and Cargo Border Team (PCBT), based in Santo Domingo, Dominican Republic, and the overall supervision of the Regional Representative, ROPAN, as well as under the overall guidance of the Senior Law Enforcement Expert heading the PCBT. Responsibilities

The focus of the Passenger and Cargo Border Team (PCBT) is to assist law enforcement agencies to identify and inspect high-risk cargo and passengers. The incumbent will in particular perform the following specific tasks: • Support the planning of, and coordinate and implement the programme/project strategies and activities in Central America (Costa Rica, El Salvador, Guatemala, Honduras and Panama) as outlined in the project document, provide technical inputs and support coordination with donors and partner-country Port Control Units (PCUs), Air Cargo Control Units (ACCUs) and Joint Airport Interdiction Task Force (JAITFs); • Design work plans for the timely achievement of the project objectives; • Plan, organize and carry out the collection, evaluation, analysis, compilation and dissemination of statistical data by selecting methods of data collection, selecting and implementing methods for checking collected data and selecting and implementing appropriate methods for data processing for incorporation into data bases; • Provide backstopping and support on technical, substantive and administrative issues within the assigned technical assistance activities and programme; • Conduct field missions including assessment missions and technical survey visits to project sites in order to assess needs, oversee implementation and assess the efficiency of resources used; • Guide and orient the efforts and contributions of consultants, project personnel, donors, institutions and counterparts in countries concerned towards the achievement of project objectives; • Ensure effective financial management, monitoring and reporting of the project budget; • Coordinate the preparation of information materials (brochures, website, posters, etc) in support of the PCBT; disseminate PCBT-related materials to governments, NGOs and the general public; • Expedite and endorse submissions according to UNODC procedures and the project document, ensure timely project reviews, revisions, monitoring and completion of related reporting obligations, including through data collection, etc.; • Undertake fund-raising activities to support the PCBT; and identify private sector sponsors, and follow-up on outreach or correspondence with potential contributors; • Support and promote the expansion of the projects to new countries and help secure Government agreement; • Organize training courses, seminars, working groups, and workshops in coordination with the UNODC programme partners, the World Customs Organization, Interpol and ICAO. • Undertake general and administrative arrangements, including preparing funding requests, and liaising with national authorities and international organizations; • Prepare as required jointly, with project staff, all necessary project progress reports and project segment implementation delivery rate reports, including through data collection; • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work related duties as required.

Education

Advanced University degree (Master’s degree or equivalent), in criminology, political science, international relations, security studies or other relevant disciplines, is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of progressively responsible professional work experience in the area of border management, law enforcement or trade supply chain security, or a related area is required. Experience in the implementation of technical assistance activities and in project management is required. Experience in strengthening regional law enforcement cooperation is required. Experience supporting and working with law enforcement agencies and counterparts in the field in the area of border management is desirable. Experience with the United Nations System or similar international organization is desirable. Experience in data analytics or related area is desirable.

Languages

English and French are the working language of the United Nations Secretariat. For the post advertised, fluency in English and Spanish is required. Knowledge of another United Nations official language is an advantage.

This position is funded by extra budgetary resources. This project position is temporarily available for three months.
