Organizational Setting The Regional Office for the Near East and North Africa (RNE) leads FAO's support to countries in the region in transforming their agrifood systems to achieve the Sustainable Development Goals (SDGs). It identifies regional priorities for food security, agriculture and rural development and ensures the planning and implementation of FAO's strategic response in the region through a multidisciplinary approach. It implements approved programmes and projects, monitors programme implementation, and ensures that they contribute to addressing regional priorities. RNE also advises on the incorporation of regional priorities into the FAO Strategic Framework and Programme of Work and Budget.

RNE supports regional policy dialogues, facilitates the emergence of regional partnerships, and supports knowledge exchange, capacity development and resource mobilization for food security, agriculture and rural development in the region. It develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs).

The post is located in the Regional Office for Near East and North Africa (RNE) in Cairo, Egypt.

Reporting Lines The Programme Officer (Partnership) reports to the Senior Partnerships Officer (Resource Mobilization), RNE and work in close functional contacts with the Resource Mobilization and Private Sector Partnership Division (PSR) and the South-South and Triangular Cooperation Division (PST) at headquarters.

Technical Focus The incumbent will support building partnerships, including South-South and Triangular Cooperation, and mobilizing resources in support of Country Programming Frameworks (CPFs), subregional and regional priority frameworks and higher-level strategic frameworks of the Organization.

Key Results Research, technical analysis and office management related services to support the delivery of programmes, products and services at regional level and globally in coordination with other Regional Offices.

Key Functions • Reviews relevant documents and reports; identifies problems and issues to be addressed and contributes to the introduction of corrective actions; liaises with relevant parties in particular other regions; ensures follow-up actions; • Contributes to policy development, including the review and analysis of issues and trends, generates survey initiatives; reviews, analyses and interprets responses, identifies problems/issues and prepares conclusions; • Prepares various written outputs, e.g. draft background papers, analyses, sections of reports and studies, inputs to publications; • Provides substantive support to consultative and other meetings, conferences, to include proposing agenda topics, identifying participants, preparation of documents and presentations; • Assists with outreach and communication-related activities; reviews and contributes to the development of learning materials, conducts training workshops, seminars; makes presentations on assigned topics/activities.

Specific Functions • Contributes to the business development portfolio through the identification and follow-up of new sources of funding, South-South and Triangular Cooperation opportunities, and maximizing donors contributions including from environmental and climate change funds such as the Global Environment Facility (GEF) and Green Climate Fund (GCF); • Designs programme/project summaries and other documentation to inform partners and create interest in FAO/RNE's programmes/projects; • Provides insight, maintains and updates the partnership strategy at the regional level; • Facilitates the establishment and maintenance of partnerships; develops, maintains and updates partners’ contact list/database; • Provides continued monitoring of partnership activities and ensures that communication channels with partners are maintained; • Prepares briefs and other documents explaining donor policies/trends and alerts senior management on major donor issues; • Reviews and refines process of working collaboratively with partners, including meetings, joint projects, information sharing, etc.; • Ensures the quality, consistency and appropriateness of country-specific communication materials, activities, processes and messages shared with partners; • Ensures that global and country level fundraising activities are supported by effective advocacy and communication strategy and activities; • Performs other duties as required. ______________________________________________________________________________________________________ CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements • Advanced university degree in public/business administration, political or social sciences or related fields • Five years of relevant experience in coordination, decentralization, programme or office management, information and/or knowledge management including at international level • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions. • Extent and relevance of experience related to coordination, decentralization, reform and programme matters in large national/international organization(s). • Extent of understanding of the functioning of the United Nations system and in particular of FAO's structure, policies and procedures related to decentralized activities is desirable.
