Across ISSP States, inclusive growth sectors — notably MSMEs, agriculture, mining, trade, tourism, manufacturing, and the creative economy — are central drivers of job creation, youth and women’s economic inclusion, export competitiveness, and local value-chain development. However, these sectors remain constrained by fragmented programming, weak business ecosystems, limited access to finance and energy, poor infrastructure and logistics, and in-sufficient translation of strategies into bankable investments. The UNV Programme Officer, Inclusive Growth will support ISSP States to move decisively from plans to delivery, strengthening inclusive economic ecosystems and ensuring that growth translates into jobs, enterprises, revenues, productivity, and investment — with a strong Leave No One Behind (LNOB) focus including youth, women, persons with disabilities (PWDs), and vulnerable groups.
The role is national in scope and delivery-oriented at state level, working closely with State MDAs, UNDP teams, private sector actors and development partners..
Under the technical supervision of the Inclusive Growth Team Leader and in close coordi-nation with ISSP State Portfolio Analyst, the UNV will perform the following core functions:
- Programme Planning, Design & Integrated Portfolio Delivery • Support the design, sequencing and implementation of inclusive growth interventions across MSMEs, agriculture, mining, trade, tourism, manufacturing, and creative industries within ISSP States. • Translate State development priorities, sector strategies and economic policies into bankable programme pipelines and delivery roadmaps. • Contribute to preparation of concept notes, programme documents, technical briefs, financing frameworks, and investment proposals. • Support design and rollout of MSME incubation, enterprise development, export readiness, value-chain upgrading, and local industrialisation initiatives, with strong youth, women and PWD inclusion. • Support organisation of MSME Deal Rooms, Agribusiness & Mining Investment Clinics, Tourism Investment Forums, Export Readiness Labs, and Private-Sector Dialogues.
- Inclusive Economic Ecosystems, Market Access & Investment Mobilisation • Support development of sector-specific pipelines in agriculture, mining, tourism, MSMEs, digital and green enterprises. • Support MSMEs and producer groups in accessing standards, certification, pack-aging, branding, logistics, finance and AfCFTA market opportunities. • Strengthen linkages between enterprises and financial institutions, DFIs, impact investors, and blended-finance facilities. • Support establishment and strengthening of State MSME desks, export commit-tees, enterprise support platforms, Youth-Friendly Centres, UniPods, innovation hubs and cluster development initiatives.
Monitoring, Reporting & Adaptive Delivery • Track performance of inclusive growth portfolios across ISSP States. • Contribute to dashboards, progress reports, delivery trackers and management briefs. • Support results-based management (RBM), risk tracking and adaptive delivery. • Document lessons learned, bottlenecks and solutions to support continuous im-provement and scaling.
Knowledge Management, Learning & Communications • Prepare analytical briefs, investment notes, case studies and knowledge products on inclusive growth, value-chains, agriculture, mining, MSMEs, trade and tour-ism. • Document good practices, innovations and scalable models emerging from ISSP States. • Support development of communications and visibility materials in line with UNDP guidelines. • Facilitate cross-state learning exchanges and peer-to-peer platforms.
Partnerships & Stakeholder Coordination • Support coordination between UNDP teams, State MDAs, private sector, cham-bers of commerce, cooperatives, CSOs, development partners and Regional Development Commissions. • Provide analytical inputs to partnership development and resource mobilisation. • Support technical working groups and investment platforms related to inclusive growth and economic transformation. Functions of the supervisor (a) Portfolio Analysis, Planning, and Coordination • Support day-to-day coordination of ISSP portfolio activities at state and regional level, working closely with State Portfolio Managers, technical specialists, and partners. • Conduct desk-based and field-level analysis on socio-economic, institutional, fiscal, and sectoral dynamics relevant to ISSP priorities. • Support integrated portfolio planning by contributing analytical inputs to concept notes, programme descriptions, joint action plans, and implementation roadmaps. • Support alignment of ISSP interventions with State Development Plans, Medium-Term Expenditure Frameworks (MTEFs), annual budgets, and sector strategies. • Assist in tracking interdependencies across portfolio components to ensure coherence and sequencing of interventions. • Support coordination between UNDP Abuja, Field Offices, state counterparts, and implementing partners to ensure information flow and operational alignment. (b) Portfolio Implementation Support • Support implementation of ISSP portfolio activities by tracking workplans, mile-stones, deliverables, and timelines across thematic areas. • Liaise with state counterparts, implementing partners, and service providers to sup-port timely execution of planned activities. • Assist in organising and following up on state-level meetings, missions, workshops, delivery labs, and coordination sessions. • Support documentation of implementation progress, challenges, and emerging risks for escalation to the ISSP Regional Manager. • Contribute to cross-state learning by supporting documentation and dissemination of good practices and innovative models emerging from implementation. (c) Monitoring, Reporting, and Adaptive Delivery • Support monitoring of ISSP portfolio performance by collecting, consolidating, and analysing data on outputs, outcomes, and delivery progress. • Contribute to the preparation of periodic portfolio progress updates, dashboards, sit-uation reports, and management briefs. • Track risks, bottlenecks, and implementation constraints, and support development of mitigation options. • Support compliance with UNDP monitoring, reporting, and results-based management (RBM) requirements. • Assist in preparations for reviews, audits, evaluations, and assurance processes related to ISSP portfolios. (d) Knowledge Management, Communications, Partnerships and Resource Mobilisation Support • Contribute to knowledge management by documenting lessons learned, implementation insights, case studies, and good practices across ISSP portfolios. • Support preparation of communication materials, including briefs, presentations, factsheets, success stories, and visibility content in line with UNDP guidelines. • Assist in mapping state-level and regional stakeholders, including MDAs, development partners, private sector actors, and civil society organisations relevant to ISSP priorities. • Provide analytical and contextual inputs to partnership development and resource mobilisation efforts, including donor briefs and concept notes. • Support coordination with Regional Development Commissions and other platforms to identify opportunities for collaboration and co-financing. • Ensure that all knowledge and communications outputs reflect UNDP standards on quality, inclusivity, gender equality, and results orientation.

The assignment will take place in the Abia – Umuahia, Akwa Ibom – Uyo, Anambra – Awka, Plateau – Jos, Nasarawa - Lafia and other key states implementing the ISSP programme in Nigeria.
