Org. Setting and Reporting This position is located in the Global Maritime Crime Programme (GMCP), Programme Office in Somalia (POSOM), Regional Office for Eastern Africa (ROEA) of the United Nations Office on Drugs and Crime (UNODC) with duty station in Mogadishu, Somalia. GMCP operates under the Justice Section (JS), Division for Operations (DO) of UNODC. The Programme Officer (GMCP) will work under the overall guidance of the Senior Programme Officer heading the Global Maritime Crime Programme and the direct supervision of the Programme Coordinator, GMCP, Gulf of Aden and Red Sea (GARS). The work will be carried out in close coordination with the Regional Section for Africa and the Middle East (RSAME), the Justice Section (JS) and relevant Regional Sections and substantive units at headquarters, as well as relevant field offices, including ROEA.

Responsibilities Within assigned authority, the Programme Officer (GMCP) will assist in the implementation of activities being carried out in Somalia under the Gulf of Aden and Red Sea Programme (GARS) as set out in UNODC GMCP sub-programmes, which aim to increase regional capacities to plan, train for, and respond to maritime transnational organised crime and conduct maritime law enforcement. The incumbent will be responsible for the following duties:

  • Support the Programme Coordinator (GMCP, GARS) with human and financial resources allocated to the GMCP, GARS, by coordinating the work of and guiding programme staff. Carry out programmatic/administrative tasks necessary for the achievement of expected results. Participate in and contribute to the coordination of relevant activities under GLOZ06/GLOX99/GLOW63 in support of maritime law enforcement to address the capacity gap to prevent and respond to various maritime crime in Somalia. Prepare inputs for budgets, performance parameters and indicators, programme performance reports and inputs for results-based budgeting and results-based management. Develop, implement and evaluate the Programme activities under the GMCP, particularly those related to Transnational Organized Crime and Maritime Crime with support to maritime law enforcement agencies, and other criminal justice support delivered under the UNODC GMCP in Somalia in liaison with relevant Ministries.

  • Provide direct support in implementing EU funded activities specific to maritime law enforcement, including responding to specific EU monitoring and evaluation requirements.

  • Provide support to the development, implementation and evaluation of the Programme activities under the GMCP with particular focus on fisheries enforcement in support to Somali authorities in tackling fisheries crime, including capacity building in fisheries agencies and relevant maritime law enforcement agencies, facilitate provision of maritime domain awareness technology, coordinate cross agency cooperation and liaise with relevant regional partners and other UN agencies.

  • Provide support in identifying technical assistance needs for capacity building and develop sustainable strategies to reform and strengthen the capacity of maritime law enforcement authorities and other criminal justice authorities in Somalia.

•Provide support in the development and implementation of GMCP programming in Djibouti specifically to maritime law enforcement, including conducting needs assessments, drafting of project proposals, liaising with partners and support capacity building in maritime law enforcement through training events and mentorships and introduction of maritime domain awareness.

  • Act as the UN Focal Point for Criminal Justice work in Somalia in close collaboration with authorities of the Federal Government of Somalia, particularly the Minister of Justice, and other UN agencies involved in criminal justice support under the Somalia National Development Plan 2020 to 2024.

  • Monitor project expenditures and utilization of funds related to the Programme and ensure compliance with United Nations financial rules and regulations, initiate project and/or budget revisions as required. Serve as substantive officer for the preparation and dissemination of costed work plans, terms of reference and other related project documentation.

  • Support field missions to Somalia and other locations in East Africa where GMCP carries out programme activities, including provision of substantive and administrative support, data collection, etc.

  • Organize meetings, trainings, conferences and workshops for law enforcement involved in maritime security matters. Identify procurement needs (goods and services) and support the full procurement cycle of the various options.

  • Research, analyze and present information gathered from diverse sources, relevant for project implementation. Prepare various written outputs, e.g. briefing notes for senior management, sections of UN/UNODC reports such as UNODC Annual Report, contribute to the process of ensuring quality inputs to publications, website and other reports. Conceptualize and prepare substantive and financial reports (monthly financial and quarterly narrative ProFi reports, semi-annual and annual project progress reports).

  • Support and guide external consultants, interact with government officials and other parties to ensure smooth programme implementation. Provide substantive support to the Programme Coordinator (GMCP, GARS), in liaising effectively with donors, development partners and other stakeholders; make project achievements known and identify areas of new assistance.

  • Perform any other work-related duties as required/assigned.

    Competencies •Professionalism: Has knowledge and understanding of theories, concepts and approaches relevant to crime issues, in particular to countering maritime crime. Has knowledge of policies and practices in international crime prevention, in particular maritime crime/piracy, as well as the relevant mandates of the United Nations Office on Drugs and Crime (UNODC). Has knowledge of criminal justice, law enforcement with very good research and analytical skills. Is able to identify and contribute to the solution of problems/issues. Has knowledge of various research methodologies and sources, including electronic sources on the internet, intranet and other databases. Has good analytical, planning, and organizational skills. Education An advanced university degree (Master’s degree or equivalent) in law, criminology, political science or related area is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible professional experience in national/international project management in criminal justice, rule of law or related area is required.

Experience in programme development and fundraising is required.

Experience in international cooperation and capacity building in the maritime area and/or maritime law enforcement operations is required.

Experience in post-conflict, peace-building countries is desirable.

Technical experience in the fight against international crime are desirable.

Working experience in the United Nations system or similar international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position, fluency in both English and French is required. Knowledge of another official United Nations language is an advantage.
