OBJECTIVES OF THE PROGRAMME

The Global HIV, Hepatitis and Sexually Transmitted Infections Programmes (HHS) hosts the WHO's Global HIV Programme, the Global Hepatitis Programme (GHP) as well as the Global Sexually Transmitted Infections (STI) Programme. The programmes are guided by the Global Health Sector Strategies on HIV, Viral Hepatitis and Sexually Transmitted Infections (GHSS) 2022-2030 to be approved by the World Health Assembly in May 2022. The programmes have the following strategic directions: 1) Deliver people-centred evidenced-based services; 2) Optimise systems, sectors and partnerships for impact; 3) Generate and use data to drive decisions and action; 4) Engage empowered communities and civil society; and 5) Foster innovations for accelerated action. The 2022-2030 GHHS's are linked toachieving the goals of the 2016-2030 Agenda for Sustainable Development (or the Sustainable Development Goals), in particular the goals of ending AIDS, tuberculosis and malaria; and achieving universal health coverage and healthy lives and well-being for all at all ages by 2030. The objective of all three Programmes are to lead an effective, organization-wide effort to support Member States in the implementation of the GHSS. The programmes provide technical and strategic leadership and leverage on the capacity of other headquarter departments to contribute to elimination.The programmes also work closely with WHO Country Offices, through the RegionalOffices in order to maximize WHO's impact in the context of the General Programme of Work 13 (GPW13) guided by the “Triple Billion” targets related to universal health coverage, protection from health emergencies, and promotion of better health and well-being for all.The PPM unit handles finances, procurement, human resources, grant management, and knowledge management for the department and consist of 6 staff.

DESCRIPTION OF DUTIES

Provides Guidance and advice to the Programme Manager and Director in managing the overall budget planning, financial management administration and facilitating the human resource related planning and operations of the offices. Manages and monitors the budget and finance of the department and develops innovative approaches to financial management, developing new best practices for financial resources. Responsible for risk management and internal control self assessment related to budget,finance, procurement and asset management.Oversees, quality assurance and compliance of transactions and allocates financial resources and award mapping for the department and other regional and country budget centres where funding is distributed, providing periodic financial reports, data, and statistics in accordance with WHO's rules and regulations and donor requirements.Analyses financial data and provides advice to decision makers on the financial administration of the programme area, and supports presentations and downloads for unit heads and Director.Assists the Programme Managerand Director in the coordination the operational work planning processes.Responsible for reviewing contracts and donor proposals andagreements and liaise with responsible technical officers and partners accordingly. Works closely with the Programme Manager and Director and/or technical staff in supporting fundraising and resource mobilization activities accordingly.Organizes the administrative functions of the offices and oversees the effective work of administrative support staff to ensure effective programmatic and administrative support, including handling Requests for Proposals (RFPs), UN to UN agreements etc.Perform all other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced level university degree (Masters level or above) in Business Administration, Management, International Relations with a focus on economics or other university degrees related field relevant to the position. Desirable: Any diploma's and/or certificates related to project management, accounting or partnership.

Experience

Essential: A minimum of seven years professional experience in conducting financial management, budget and work planning related programme activities as well as working in the area of administration. Demonstrated experience at the international level. Desirable: Experience working in an international organization.

Strong expertise in budget and financial planning and accounting Concrete skills in project management and work planning Strong skills in utilizing Enterprise Resource Planning Oracle systems or similar packages. REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5217 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
