Job context:

Aiming to address the challenges of promoting the positive transition of the most vulnerable adolescents and youth (14-24 years old) from education to the world of work, UNICEF Brazil launched in October 2020, through Public-Private-Youth partnership (PPYP), the One Million Opportunities (1MiO) initiative, a joint effort of young people, UN organizations, governments, private sector and civil society organizations. Leveraging its digital platform, 1MiO is part of the global Generation Unlimited (GenU) agenda and aims to create one million opportunities of quality education, connectivity, skills development, professional training, apprenticeship, internship, employment, and civic participation for vulnerable youth (18-29).

1MiO has been scaling rapidly, creating over 158,000 opportunities including 29,765 opportunities among adolescents who were out of school and were re-enrolled, and adolescents who are late in school and are participating in programs to rebuild their school trajectory; 104,703 skills training opportunities; 22,135 jobs, as well as nearly 4,000 digital inclusion and connectivity opportunities for vulnerable young people together with an ecosystem of partners from the private sector (83), civil society (50) and governments (1,750 municipalities, 6 states and 8 capitals).

Purpose of the position:

The position is aimed at implementing the Passport to Earning (P2E) strategy that seeks to promote professional training and access to decent work for vulnerable adolescents and young people in Brazil through the One Million Opportunities (1MiO) initiative. The officer will be in charge of managing the skills development area of 1MiO and will be directly responsible for the goals designed for this front within 1MiO in the UNICEF Brazil Country Programme under the supervision of the Programme Officer (GenU) based in Brasília

Key functions, accountabilities, and related duties/tasks:

  1. Supervise and ensure the quality of the 1MiO courses and skills development journeys
  • Coordinate consultants, implementing and programmatic partners in the curation, production and adaptation of content for 1MiO courses and learning journeys in the categories of school-to-work transition skills and competencies outlined in UNICEF's Global Framework on Transferrable Skills (foundational, digital, job-specific, transferrable and entrepreneurial);
  • Manage the relationship with 1MiO partners from the private sector, civil society and governments that offer training opportunities by establishing agreements, timelines and strategies to make these opportunities available within the initiative.
  1. Implementation and management of a Learning Management System (LMS) within 1MiO's digital platform
  • Coordinate the development and implementation of a Learning Management System (LMS) within 1MiO's digital platform based on Microsoft Community Training (MCT) technology and in cooperation with Generation Unlimited' s global development team;
  • Ensure that the LMS implemented for 1MiO promotes a good user experience, with adequate course taxonomy based on national and international benchmarks, a fluid, functional, and accessible navigation for course completion and certificate issuance, and a system for monitoring results.
  1. Results management and support for youth engagement strategies and partner governments
  • Be responsible for delivering the expected results for the 1MiO skills development front within the UNICEF Brazil Country Programme, defining and executing monitoring and evaluation strategies, producing results reports, systematizing lessons learned and implementing improvements based on them;
  • Support 1MiO youth mobilization strategies – both digital and territorial - with a focus on the Amazon, Semi-arid and urban centers, within the scope of the UNICEF Seal and UNICEF City Agenda initiatives, so that adolescents and youth carry out 1MiO training offers;
  • Support strategies to engage municipal and state governments, with a focus on the Amazon, Semi-arid and urban centers, within the scope of the UNICEF Seal and UNICEF City Agenda initiatives, in offering professional training for adolescents and young people and in ensuring institutional and infrastructure conditions so that courses and skills development journeys can be taken by the most vulnerable youth.
  1. Relationship management with stakeholders of the Passport to Earning (P2E) and Generation Unlimited (GenU) initiatives and integration with the other 1MiO results/areas
  • Coordinate collaboration and results monitoring and reporting with global and local partners of the Passport to Earning (P2E) and Generation Unlimited (GenU) initiatives such as Accenture and Microsoft.
  • Collaborate and strategically support the actions of 1MiO's and P2E/GenU fronts for access to quality education, digital inclusion, employability, entrepreneurship, and income generation, integrating with them the efforts of the skills development front.
