Since 1950, UNICEF has supported the most important transformations in the area of childhood and adolescence/young people in Brazil. In recent decades, Brazil has promoted a strong process of inclusion of children and adolescents in public policies. However, a significant portion of the population remains excluded. For this reason, UNICEF focuses its efforts on the most excluded and vulnerable girls and boys, and the victims of extreme forms of violence. These boys and girls in situations of greater vulnerability are present throughout the country, but with a greater concentration in the Amazon, in the Semi-Arid region, and in large urban centers.

Aiming to address the challenges of promoting the positive transition of the most vulnerable adolescents and youth (14-24 years old) from education to the world of work, UNICEF Brazil launched in October 2020, through Public-Private-Youth partnership (PPYP), the One Million Opportunities (1MiO) initiative, a joint effort of young people, UN organizations, governments, private sector and civil society organizations. Leveraging its digital platform, 1MiO is part of the global Generation Unlimited (GenU) agenda and aims to create one million opportunities of quality education, connectivity, skills development, professional training, apprenticeship, internship, employment and civic participation for vulnerable young people (18-29).

Brazil currently has the largest generation of young people in its history. There are more than 48 million people between the ages of 10 and 24, and the forecast is that this number will be reduced by half in the coming decades. Without being able to leverage the power of this generation, by means of educational opportunities, professional training, digital inclusion, and access to work and income, in a decent and sustainable way, the country puts its social and economic future at risk.

The cycle of exclusion and lack of opportunities begins in early childhood. There are 27 million children and adolescents between 0 and 17 years of age who face daily violations of essential rights in Brazil, such as access to food, housing, and sanitation. In terms of access to education, there are 6.1 million with two or more years of school delay, at potential risk of dropping out of school. During the COVID-19 pandemic, a total of 5.1 million did not participate in any school activity. Without access to the basics for their full development and with their right to Education denied, thousands of adolescents and youth become victims of violence. Between 2009 and 2019, 333,330 adolescents and young people aged 15 to 29 were victims of homicide in Brazil, this being the main cause of disappearance of this population.

1MiO has been scaling rapidly, creating over 158,000 opportunities including 29,765 opportunities among adolescents who were out of school and were re-enrolled, and adolescents who are late in school and are participating in programs to rebuild their school trajectory; 104,703 skills training opportunities; 22,135 jobs, as well as nearly 4,000 digital inclusion and connectivity opportunities for vulnerable young people together with an ecosystem of partners from the private sector (83), civil society (50) and governments (1,750 municipalities, 6 states and 8 capitals).

Purpose

Under the supervision of the Programme Officer the purpose for this consultant position is to engage monitor and support for the companies participating in 1MiO and also to expand the initiative's network with the private sector by bringing in new companies.

Expected results:

1. Expected results: Engaging companies and private sector organizations to adhere to the 1MiO initiative's commitments to provide job opportunities and professional training to vulnerable youth.

2. Expected result: Hold meetings – digital and face-to-face - with leaders, recruitment and selection teams, diversity and inclusion and employees in general of the companies participating in 1MiO to make them aware of the necessary steps for the productive inclusion of young people in vulnerable situations in the world of work with topics such as: selection process, welcoming, mentoring, in-service training, career development, guaranteeing rights, protection against violence, and the related.

3. Expected result: Produce communication and training materials to engage and sensitize companies and private sector organizations to the 1MiO agenda and organize and promote digital and face-to-face events to this end.

4. Expected result: Monitor the commitment of the companies participating in 1MiO for the generation of apprentice, internship, employment, and professional training opportunities for vulnerable youth through qualitative and quantitative data collection and periodic reporting of results.

5. Expected result: Support for 1MiO's reporting, life stories, and digital and physical communication materials for donors, partners, and youth.

Duty Station

São Paulo, SP

Timeframe

January 2023 – June 2023

Amount to be paid monthly.

R$ 15,000 per month.

PERFORMANCE INDICATORS

  • Punctuality in meeting deadlines;
  • Quality of the contents;
  • Timely provision of the deliverables;
  • Full adherence to the monthly workplans and diligences as agreed with supervisor;
  • Satisfactory quality level of reports and actions (quality of inputs, analysis, register of activities, recommendations, etc).

Immediately upon signature of the agreement, the UNICEF supervisor and the selected individual contractor will meet for detailed discussion of the Work Plan and the quality criteria for product delivery. Regular meetings will also be scheduled at a distance or in person to follow up the activities defined in the Work Plan.

If needed, revisions and alterations may be requested by UNICEF related to quality and technical depth parameters. Only after final clearance from the UNICEF Brazil will the payment be processed.

Technical background and experience required

  • First University Degree in Communications, Social Sciences, Law, Education and related areas.
  • Master's degree or specialization in Human Rights, Diversity and Inclusion and related topics is desirable.
  • At least 2 years of experience in diversity and inclusion, human rights, ESG, corporate communications, private sector engagement in social causes, and related topics.
  • Fluency in Portuguese and English is required.
  • Teamwork skills and capacity to work with tight deadlines.
  • Availability to live in São Paulo (Capital).

General Conditions: Procedures and Logistics

  • UNICEF will provide the individual contractor all required core equipment and material for fulfilling his duty, including computer
  • Expenses related to travels, if any, will be covered by UNICEF and paid to the Individual contractor as per UNICEF travel rules and regulations.
  • No contract may commence unless the contract is signed by both UNICEF and the consultant or individual Contractor
  • Consultants / ICs will not have supervisory responsibilities or authority on UNICEF budget.
  • The IC will work home-based under a full-time basis and prior authorization and/or clearance from UNICEF to engage in outside UNICEF activities is required.

Insurance and health coverage

  • The contractor is fully responsible for arranging, at his or her own expenses, such life, health and other forms of insurance covering the term of the contract as he or she considers appropriate.
  • The contractor is not eligible to participate in the life or health insurance schemes available to UNICEF and United Nations staff members.

Payment of fee

  • The payment will be based on submission of agreed deliverables.
  • The indicated fee is based on the established IC Fee table currently applicable.
  • UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Restrictions

  • Consultants and individual contractors may not receive training at the expense of UNICEF. Notwithstanding, consultants and individual contracts must complete the applicable mandatory trainings.
  • In case of government officials, the contract cannot be issued without prior written clearance by the Government​, or unless on leave without pay.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF's policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
