How can you make a difference?

This post will be stationed in Zwedru City - Grand Gedeh County in support of five South Eastern Counties and under the guidance of the Deputy Representative, provide leadership, management and technical assistance to the Field Office in programme planning, implementation, data analysis, monitoring and evaluation of the emergency programme/project goals and objectives.

Key Assignments of the Post:

  • Effective cross sectoral, Information Management Systems and tools for tracking and monitoring the situation of children in the South East of Liberia, including children affected by emergencies including refugees, cross border health epidemics and delivery of services established. The capacity of both government and implementing partners at county and district levels strengthened in assessment, data analysis and planning of emergency response.
  • Rapid assessments including intersectoral and inter-Agency assessments conducted and facilitated to strengthen, and update situation analyses especially in support of the CO response to the COVID-19, Ebola and refugee situation. Liaisons with programme sections and key collaborating partners/CSOs established to prioritize responses and ensure accurate reporting mechanisms.
  • UNICEF and partner resources including resources in both supply and cash assistance monitored including the provision of accurate budget inputs/analyses. Decentralized cost centres supported and resources fully utilized and reported in line with office and donor requirements.
  • Programme monitoring and evaluations effectively conducted to improve programme performance, and programme status reports timely prepared.
  • Rights-based and results-based programming approach fully incorporated into all phases of programme and projects processes. Child rights programme development, implementation and realization specifically monitored with specific regards to; i) the delivery of comprehensive health package related to the obstetric emergency and neonatal care, HIV/ADS, maternal health and child friendly communities; ii) implementation of nutrition interventions both in-patient and outpatient feeding; and iii) the establishment of child friendly learning and child protection spaces.
  • Five South East counties emergency preparedness and response capacity established in the context of building resilience, including capacity for analysis, annual planning monitoring and reporting. In this regard, the commitment and institutional capacities of the national and local partners gained and established.
  • Rights perspective and advocacy at the community and family levels incorporated in in all local government policy discourse, analysis/action with specific reference to ensuring equity in programming and the protection against violence, abuse and neglect.
  • Coordination mechanism including sector/cluster mechanisms established for effective partnership and collaboration, advocacy, technical cooperation, programme development/management/coordination, information sharing and networking.

Major Tasks and Responsibilities:

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primarily, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

Facilitate Coordination and Collaboration of UNICEF programming:

  • Establish and Maintain effective high-level coordination with County superintendents, local government authorities, implementing partners, and other partners involved in implementation of UNICEF programmes;
  • Participate in relevant multi-stakeholders’ meetings, activities and others as needed, in consultation with supervisor;

Facilitate technical and programmatic Support:

  • Provide guidance, and facilitate technical and Programmatic Support to UNICEF Partners and Counterparts in implementation of UNICEF field activities;

  • Undertake regular field visits to UNICEF project areas, to assess local conditions and monitor project progress and resources utilization;

  • Provide coordination and facilitation support to County Health Teams and other Government counterparts at the county level, partners as well as NGOs to ensure complementary linkages between (UNICEF-supported) services, information provision;
  • Facilitate the provision to technical capacity building of implementing partners including NGOs, and local authorities, in programme implementation, monitoring and reporting;

Effective data management and programme monitoring:

  • In coordination with PME, review programme progress on a regular basis and flag implementation challenges with programme technical leads;
  • Provide technical support for strengthening data management, monitoring, evaluation and documentation of activities by highlighting the contribution and efforts of UNICEF;
  • In collaboration with partners and key stakeholder, facilitate monitoring the situation of children at the county level;

Facilitate financial management and administration:

  • Support partners in the budget planning and execution;
  • Support in the monitoring of budget, ensuring allocated funds optimally appropriated;
  • Facilitate submission of proper documentation for budget utilization.

To qualify as an advocate for every child you will have…

Education:

  • A university degree preferably, graduate or master’s degree in one of the following fields is required: Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field.

Experience:

  • A minimum of four years of relevant professional work experience is required. Experience working at field level in Liberia or another developing country is considered as an asset. Background/familiarity with emergency is considered as an asset.

Language****:

  • Fluency in English is required. Knowledge of another official UN language (especially French) and fluency in the local languages of the duty station is considered as an asset.
