Since January 2018 Bosnia and Herzegovina (BiH) has been facing an increasing influx of migrants, asylum seekers and refugees after previously popular migration routes to Western Europe through the Balkans shut down in 2017. The authorities in Bosnia and Herzegovina (BiH) detected the arrival of more than 70,000 refugees and migrants in the country since January 2018. It is estimated that 7,600 refugees and migrants, including some 1,000 children (about 460 unaccompanied and separated children - UASC) are stranded in BiH in need of various types of humanitarian assistance at various locations, in particular in Sarajevo and Una-Sana Canton. The latter location is linked to attempts to enter Croatia and the European Union. Families with children and UASC are among the most vulnerable groups, however their needs and protection are not always being prioritized. In October 2018 UNICEF BiH established a field presence in Bihac, Una-Sana Canton.

UNICEF's humanitarian response takes a two-track approach:

1) immediate humanitarian assistance and protection to migrant, asylum-seeking and refugee children, especially UASC, working in close collaboration with government authorities at all levels, UN agencies such as IOM, UNHCR, UNFPA, WHO and CSOs; 2) strengthening child protection, health and education systems to provide better services to all vulnerable children in BiH, through capacity building, policy reform and technical assistance. The response cuts across the following key programming areas: child protection, education, health and nutrition, and delivery of essential non-food items.

How can you make a difference?

Under the supervision of the Emergency Coordinator in Bihac and collaboration with the Education and Health sections in the Country Office in Sarajevo, you will provide professional technical assistance and support the office by carrying out the specific activities and responsibilities listed below to help ensure timely and quality development, implementation, and monitoring of UNICEF's humanitarian response in the education and health sector to ensure the protection and wellbeing of children on the move, with a primary geographic focus on Una-Sana Canton.

Summary of key functions/accountabilities:

  1. Support to programme development and planning
  • Facilitate the development and establishment of results and strategies for the inclusive formal and non-formal education for children on the move, and results-based planning through analysis of education needs and areas for intervention and submission of assessments for priority and goal setting
  • Support the development of PCAs with relevant health partners, identifying the needs, gaps in the health and nutrition sector and advising the Health Specialist and the Emergency Coordinator on the way forward
  • Provide technical and administrative support to support programme planning, results based planning (RBM) and monitoring and evaluation of results.
  • Provide support in facilitating access to basic health care and nutrition services for children on the move
  • Strengthening the capacity of teachers to work with children on the move
  • Identify possible areas and partners for cooperation in providing primary, secondary and pre-school education and pediatric health services
  • Support for inter-governmental coordination, policy development and capacity building
  1. Programme management, monitoring and delivery of results
  • Coordinate activities in education in Una-Sana Canton and Sarajevo Canton,
  • Coordinate activities with partners working on provision of health services to children in Una Sana and Sarajevo Canton
  • Reporting of UNICEF supported education and health activities in Una-Sana Canton against commonly agreed indicators
  • Ensure effective information sharing within UNICEF, and with and among partners
  • Prepare inputs for donor reporting and UNICEF’s quarterly and annual reporting.
  1. Provide technical and operational support to programme development and implementation
  • Oversee implementation of activities by the implementing partners on the field
  • Reporting on activities in Education and Health/Nutrition for children on the move in Una-Sana, Sarajevo and Herzegovina-Neretva Canton.
  • Undertake field visits to monitor education and health/nutrition response activities, to identify gaps, needs, quality of implementation, and to document best practices
  • Have monthly meetings with the main implementing partners, and partners from the government
  • In cooperation with implementing partners, Ministry of Education and schools in USC develop plans of activities
  • Liaison between ministries, schools, and implementing partners in different cantons for sharing best practices
  1. Networking and Partnership Building
  • Establish and maintain healthy and respectful working relationship with UNICEF main partners on the field, partners from the government, and other UN agencies

To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields: social sciences, education, psychology, social policy, public health, nursing or another relevant technical field;
  • A minimum of one year of professional experience in programme planning, management, and/or research in education is required;
  • Background/familiarity with emergency and migration context is considered as an asset;
  • Experience working in a developing country is considered as an asset;
  • Relevant experience in a UN system agency or organization is considered as an asset;
  • Fluency in local language and proficiency in English required.
