Org. Setting and Reporting The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

The Asian and Pacific Centre for Transfer of Technology (APCTT) is a Regional Institute of ESCAP. It promotes an enabling environment for development, diffusion, innovation, transfer and commercialization of technologies in the 53 member States and 9 associate members of ESCAP with a focus on climate change, healthcare and emerging technologies. APCTT promotes the exchange of knowledge through the organization of capacity building activities such as international conferences, workshops, training programmes and study tours, among others, for the policymakers and other related stakeholders. It provides information related to science, technology and innovation policies and recent trends on technologies through its publications. At the request of the member States, APCTT provides national innovation system (NIS) diagnosis, country level consultations, advisory services, and support to creating enabling policies to assist technology-based entrepreneurs. APCTT facilitates establishment of international networks on specific technologies and deepens cooperation with technology transfer institutions. It collects information from networks’ members for technologies for sustainable development.

This position is located in the Asian and Pacific Centre for Transfer of Technology (APCTT). The incumbent reports to the Head, APCTT.

Responsibilities Under the direct supervision of the Head, APCTT, the incumbent is required to perform the following functions:

  • Participates in the development, implementation and evaluation of assigned programmes/projects related to climate change technologies (mitigation and adaptation), new and emerging technologies, and technology transfer and commercialization, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions.
  • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops capacity building events, and through other interactive sessions and assisting in developing the action plan the client will use to manage the change.
  • Researches, analyzes and presents the information and updates on climate change technologies and emerging technology trends on key aspects of programme, operations and other activities, etc. gathered from diverse sources.
  • Assists in policy development, including the review and analysis of emerging issues and trends, preparation of evaluations or other research activities and studies.
  • Undertakes survey initiatives; assists with designs of data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions.
  • Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, inputs to documents requested by ESCAP headquarters, etc.
  • Provides administrative and substantive support to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying consultants, resource persons and participants, preparation of background documents, draft speeches and presentations, handling logistics, etc.
  • Undertakes outreach activities to enhance visibility of the Centre; develops strategy and produces promotional materials; updates Centre’s website’s contents; manages Centre’s social media accounts; participates in external events on behalf of the Centre and makes presentations on assigned topics/activities.
  • Participates in or lead field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budget, funding and resource mobilization (programme/project preparation and submissions, progress reports, financial statements, etc.), monitors activities and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Manages, guides, develops and trains staff under his/her supervision.
  • Performs other duties as required or as assigned by the supervisor.

Education Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, development studies, engineering, environmental studies or a related field.

A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five years of progressively responsible experience in India in project or programme management, research or related area is required.

Experience in working in the field of science, technology and innovation and in the area of climate change are desirable.

Experience in designing and organizing capacity-building activities; drafting technical cooperation project proposals; managing, monitoring, and reporting of technical cooperation projects are desirable.

Experience in the United Nations Common System or international organizations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Appointment against this post is on a local basis; candidates shall be Indian nationals and will be recruited in the country or within commuting distance of the APCTT office. If no suitable local candidate is identified, Indian nationals residing elsewhere may be considered, in which case the candidate would be responsible for any costs related to travelling and relocating to New Delhi in the event of an employment offer.

Locally recruited General Service staff members applying for this post must meet the minimum requirements, including academic qualifications and years of relevant experience. Relevant experience in the General Service category at G-6 and G-7 levels may count towards experience requirements.

The initial appointment is for a period of one year. Extension of appointment is subject to satisfactory performance and availability of funds.
