This is a UNV International Youth contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Youth contracts.

The UNV Programme Monitoring Officer reports to the Deputy Representative for supervision and work closely with the Planning Monitoring & Evaluation Specialist for technical guidance. The UN Volunteer is responsible for supporting the strengthening of Programme monitoring throughout the office, in close collaboration with the PME focal points in the Programme sections. In addition to the monitoring function, he or she supports the RAM reporting and other internal reporting processes such as the consolidation of year-end Strategic Monitoring Questions (SMQ)/Country Office Annual Reports (COARs). He or she also performs knowledge management functions, including the collection and sharing of best practices in monitoring and reporting within the office, and supports staff capacity development in these areas.

Under the direct supervision of the Deputy Representative, the UN Volunteer will undertake the following tasks:
•Carry out quality assurance and consistency of monitoring plans with the Integrated Monitoring and Evaluation Plan, Research and Country Programme Document (CPD) results matrix, support real-time and other monitoring initiatives in the office and other routine government systems, liaise with monitoring focal point colleagues in the sections on SDG monitoring and other inputs such as mapping of Programme Cooperation interventions, contribute to the review of work plans, as well as to the Harmonized Approach to Cash Transfer (HACT) programmatic monitoring.

Corporate Reporting •Support the bi-annual Results Assessment Module (RAM) reporting exercise and contribute to the development, consolidation, and quality assurance on end- year corporate reporting processes including SMQs and COARs.

Knowledge management •In collaboration with the InfoCom Officer, the Partnership Officer, support the deployment of the knowledge management strategy; document and disseminate best practices related to programme monitoring.

Programme Planning •Support the planning Officer to review annual work plans including inputs into guidance notes and capacity building initiatives. Participate in and support office mid-year / end-year and mid-term reviews.

Results-based management •Contribute to the strengthening of the capacity of implementing partners in results-based management, with a focus on monitoring and reporting.

Relevant experience in programme planning, programme/project monitoring corporate eporting, knowledge management Results-based management and evaluation in a UN system agency or organization is an asset.

UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity support to the UN Volunteer includes, but is not limited to:

•Introductory briefings about the organization and office-related context including security, emergency procedures, good cultural practice, and orientation to the local environment. •Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity. •Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal. •Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity email address. •Access to shared host entity corporate knowledge, training, and learning.
•Inclusion of the volunteer in emergency procedures such as evacuations. •Leave management;
•DSA for official travel, when applicable.

In addition: Lome is a West African country where the UNV will enjoy the traditional value of hospitality of the country. French is the official language; Mina, Ewe and Kabye are the main native languages
Like many other large cities, Lomé, unfortunately, has its share of criminality. Therefore, you are advised to avoid walking alone and wearing expensive jewelry, watches, etc. while out of the hotel or your residence. It is also advisable to carry your ID card with you. Never take a taxi in which there are other passengers and do not accept to drop you by someone you don’t know. Upon the arrival of the UNV in Togo, a security briefing will be organized with the Security Adviser, UNDSS.

With regards to COVID-19, the Togolese Government has settled strict measures for all travellers such as entry authorization certificate delivered by the Togolese authorities, automatic 14 quarantine days, test COVID upon arrival etc. Detailed measures will be shared to the UNV once the travel date is communicated.

The UNV should make sure to bring his/her vaccination card. Yellow fever vaccination is compulsory for anybody traveling to Togo.
