Reporting to the Area Manager, the Area Programme Manager (APM) is a member of the Area Senior Management Group. You will be responsible for the programmes in all NRC’s target locations under the South area of operations. This position is specifically created to strengthen project cycle management, with emphasis on effective supervision of project implementation processes, programme development, reporting and continuous quality improvements. As part of this role, you will ensure effective integration across Core Competencies (CC), as well as external coordination with Clusters and other implementing agencies, including the consortia.

Specific responsibilities

  • Provide inputs to the area strategy, lead on design and needs assessment of the CCs component; Continuously support in assessing the context and needs of vulnerable population, and make recommendations to the AM to adapt the programme and team composition as required by the context.
  • Collaborate with PMs and CC Coordinators to develop annual programmatic/CC strategy, including emergency responses in the area in coordination with the AM. Embedded to this, ensure a robust M&E being in place as well
  • Identify funding opportunities and develop funding strategy and forecasts for the area.
  • Lead development of relevant, effective and integrated projects for the area to optimize the impact on the target population.
  • Lead proposal development process at the area level, identify donor needs / donor challenges, develop area protocol for go / no go decisions together with the AM on funding opportunities.
  • Responsible for the Area Project Cycle Management, including Grants start-up, review and Closure meetings supported by AM as needed.
  • Responsible for ensuring programme support to integrated programme, coordination and technical quality in the area.
  • Responsible for grants management and programme budget allocations in Area.
  • Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation.
  • Coordinate new and existing emergency responses in the area, with support from emergency response manager and the AM.
  • Conduct systematic capacity building for project managers on proposal writing, report writing and programme related components.
  • Conduct regular programme progress and after action review workshops/meetings, regular programme meetings and lead on project evaluations and lessons learnt exercise.
  • Compile and produce regular area level programme reports such situation report, activity progress report etc.
  • Responsible for technical issues involving sectorial coordination with Clusters and Working Groups at area level, including promoting the rights of IDPs/returnees in line with NRC Advocacy Strategy (specific for Yemen).
  • As and when requested by the AM, represent NRC in external forums: Clusters, sectoral coordination or working groups in Aden, ensuring the NRC profile is positively maintained as per NRC values, objectives, strategy and advocacy plan. This includes proactively representing in cluster coordination meetings and maintaining contact with relevant local authorities, UN and other agencies, ensuring that NRCs mandate, vision, approach and programming is understood and accepted.

  • Excellent interpersonal and communication skills (written and verbal English) and the ability to write clear, concise reports.
