For every child, Hope The P4 Programme Specialist, Data and Analytics position is located in New York Headquarters, under the Programme Effectiveness Team (PET) of DAPM and more specifically under the Organizational Performance Management Unit and reports to the Chief, Organizational Performance Management. The Unit aims to enhance business performance management standards, and harmonize, streamline and simplify systems, processes and quality assurance mechanisms, to support results planning, evidence-based management and measurement, reporting, transparency and accountability at all levels.

How can you make a difference?

The Data and Analytics Specialist provides analytical and technical leadership in drawing value from UNICEF’s data to meet strategic programme and management information needs at all levels. The specialist will seek to work with UNICEF business teams and stakeholders at all levels to conceptualize data-informed solutions to key business questions; develop analytical models that integrate data contained in UNICEF’s data warehouses and other information systems; create information products that convert the data into usable ‘business stories’ and inform results monitoring and reporting. The Specialist will use predictive and analytical models to explore UNICEF’s data and create real-time value, aimed at removing programme-related bottlenecks for advancing children’s rights, sharpen approaches to programme results and improve the targeting and monitoring of outcomes and outputs.

  1. Performs analyses of structured and unstructured data to solve multiple and/or complex business problems
  • Designs and applies predictive models and methodologies for performance analysis (impact, outcome and output levels)
  • Articulates business requirements and by use of analytical and modeling techniques, explores data from the various large, complex, multi-dimensional datasets to identify correlations, highlight patterns and establish significance for results monitoring and reporting
  1. Prepares strategic analytical materials on performance (position papers, briefs, etc.)
  • Develops data visual information products such as infographics, maps and thematic profiles to support planning, monitoring, communication, knowledge management and use of data in decision-making.
  • Transforms data to derive usable findings and generates periodic/quarterly reports on the ‘heath-status’ of programmes at all levels
  • Work collaboratively with colleagues to create staff awareness of UNICEF’s data products and increase the understanding and use of internal operational and programme management data in decision-making at country, regional and global levels.
  1. Unlocks the value of data through innovation, capacity building and support
  • Contributes to the enhancement and integration of corporate systems such as VISION, the Budget Formulation Tool, eTools, HELIX, the RapidPro suite of applications and other management information systems to meet strategic programme and management information needs at all levels
  • Applies the best use of analytical methods, machine learning models and state-of-the-art data visualization and information technology tools to facilitate the conversion of raw data in UNICEF’s data warehouses into information that is useable in real-time for financial tracking, results monitoring, reporting and regular programme and management decision-making processes
  • Facilitates learning and development through planning and organization of training events, activities and other capacity-building initiatives to enhance the understanding and competencies of staff in using data produced through corporate performance monitoring and reporting tools.
  1. Sets standards, develop corporate guidance and build capacity for use and application of inSight data
  • Monitors UNICEF’s data management systems and processes to identify weaknesses (inconsistencies, redundancies, gaps and potential problems) and facilitates processes to improve quality assurance mechanisms.
  • Recommends appropriate actions and practices to optimize data accuracy, ensure timely resolution of critical data management and increase the relevance of operational and results data to user needs.
  1. Builds strategic partnerships and alliances
  • Seeks cooperation and strengthens collaboration with internal/external partners, regularly engaging them in dialogue to exchange knowledge and experiences, develop operational prototypes, and document methodologies and lessons learned, with a view to ensuring synergy, enhancing policy coherence, and harmonizing systems and approaches to performance monitoring and reporting.
  • Works collaboratively with colleagues to facilitate, assist, advice and guide decisions, enabling them to perform their duties efficiently and achieve planned results according to targets and performance standards.
  • Within his/her area of work, coordinates development of workplans, establishes clear performance objectives, and sets priorities/targets and timelines to ensure timely performance planning, management and assessment.
  • Participates in person or remotely in UNICEF global, regional or country offices’ meetings/events and contributes to reviews, discussions and processes that enhance the capacity of UNICEF and partners to generate, manage and use of data.
  • Ensures timely submission of inputs to statutory and other mandated programme and operations reports/processes.

To qualify as an advocate for every child you will have…

  • An Advanced University Degree in applied statistics, information technology, data science, analytics and technologies, social sciences or other relevant disciplines, is required.
  • A minimum of 8 years of professional development experience that combines technical expertise and situational leadership in data analytics, data visualization and systems design, preferably at the national and international level is required. Experience in data modeling techniques, machine learning and working knowledge of IT programming languages such as SAS and SQL is of additional value.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
