Background information - Asia Regional Health Cluster

The Asia Regional Health Cluster (ARHC) was established in 2018 for efficient delivery of grants and funds management, and the provision of quality pharmaceuticals and medical equipment. The ARHC aims to significantly impact the targets of UN Sustainable Development Goal #3 on good health and well being by expanding the population benefitting from UNOPS-managed health-related engagements across the Asia Region.

The ARHC portfolio manages the Principal Recipient (PR) Programme of the Global Fund to fight HIV/AIDS, Tuberculosis (TB) and Malaria in Asia. The Global Fund, which has been providing financial support to the Greater Mekong Sub-Region for malaria programs since 2003, has selected UNOPS as a PR, responsible for delivering the targets set out in the grant agreements, in collaboration with selected sub-recipients (SRs) from the National Programmes, international and local non-governmental organizations and United Nations agencies from five countries. In 2020, UNOPS-PR was tasked with additional role to manage Global Fund’s Covid-19 Response Mechanism (known as C19RM) that supports Covid-19 control and containment activities and measures to mitigate the impact of Covid-19 on HIV/AIDS, TB and Malaria Programmes in Myanmar.

UNOPS is the Principal Recipient managing the RAI32E grant (2021-2023) established by the Global Fund, providing USD 228 million for malaria elimination activities in the Greater Mekong Subregion, plus USD 171 million for TB and HIV activities in Myanmar (2021-2023). UNOPS-PR also manages the C19RM component for Myanmar, a USD 118 million fund provided by the Global Fund from 2020 till 2023. Under the direct supervision of the Programme Management Advisor and the Monitoring & Evaluation Specialist, the Programme Manager shall be responsible for assisting in the management of C19RM related programme management, monitoring of Covid-19 procurement and coordination between Sub-recipients (SRs), relevant stakeholders and the PR UNOPS.

Planning & Programme Management

  • Support the development, finalization and continuing review of key project documents; work plan and detailed budgets, Performance Based Framework, M&E plan and Procurement and Supply Chain Management (PSM) plan together with the team;
  • Monitor expenditures, verify accuracy of requests, completeness of documentation and availability of funding: Inform supervisor of budget status, process for action, inform client and actively follow up to completion;
  • Analyze programme results and incorporate lessons learned into the decision making process of recipients;
  • Keep up to date with the developments in the Covid-19 management and response and provide inputs to adjust/adapt the C19RM implementation design as and when necessary.

Coordination

  • Interact with colleagues, clients, partners and with the PR units to exchange vital information on operational issues and seek cooperation to resolve routine operational huddles, referring to his/her supervisor with recommendation of course of action;
  • Attend all relevant technical meetings and maintain excellent contacts with all stakeholders.

Monitoring & Evaluation

  • Participate and contribute to the development of Monitoring and Evaluation Frameworks for C19RM grant and develop and/or modify indicators, operational definitions and guidelines;
  • Ensure the development and maintenance of a functioning monitoring, evaluation and reporting system for UNOPS as PR, which ensures that all SRs submit timely, regular and structured monitoring reports for the C19RM grant;
  • Support and carry out regular monitoring of implementing partners’ performances and verify the implementation status of the programme and the progress towards reaching set programme targets;
  • Draft relevant project reports and progress updates by analyzing the data/reports submitted by the SRs;
  • Collaborate with the system development focal in the development and customization of COVID-19 surveillance system, primary tools and training materials;
  • Direct data auditing and verification to ensure internal consistency and validity of programme activity monitoring data reported by all SRs, through regular data verification to SRs at all levels;
  • Perform other relevant duties as may be assigned by the supervisor.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN security Management System and that of UNOPS.

Education/Experience/Language requirements

Education - A master’s degree in public health, epidemiology, social science, evaluation, project management, or related area is required; - A Bachelor’s degree in these areas with 2 additional years of relevant experience is considered as equivalent.

Experience

  • At least 5 years of relevant experience preferably in health, development, M&E and/or social sectors is required;
  • Professional project, programme, grant management and/or M&E is desirable;
  • Sound knowledge of relevant UN financial rules, contracting and procurement modalities and procedures would be an asset;
  • Knowledge of UNOPS and Global Fund’s rules and policies would be an asset;
  • Prior experience in managing Principal Recipient programmes would be highly advantageous;

    Language Requirement

  • Fluency in both written and spoken English and Myanmar is required.
