The Regional Office for the Arab States (ROAS) covers 18 Arab countries, including 4 country offices and several programme and project presences. One of the key areas of work in the region is women’s economic empowerment aiming at women having income security, decent work and economic autonomy and ending violence against women and girls (EVAWG).

Reporting to the EVAW Programme Specialist with matrix supervision by the WEE Regional Policy Specialist Role, the Programme Management Support Officer works with and provides support to the members of the WEE and EVAW ROAS Programme Teams in the development and implementation of effective programmes consistent with UN Women rules and regulations. The Programme Management Support Officer contributes to research, financial management, and programme implementation including providing necessary operational, administrative, and programmatic support. The Programme Management Support Officer works in close collaboration with the operations, programme and projects’ staff in the RO, COs and UN Women HQs as required for resolving complex finance-and other programme related issues and exchange of information

Duties and Responsibilities

Ensure effective administration of budgets and monitoring of expenditure focusing on the achievements of the following results

  • In coordination with respective Programme Managers, prepare annual project workplans and related sub-plans (procurement plan, quarterly plans if required, and others as necessary)
  • Ensure timely and good-quality implementation of workplan activities
  • Continuously monitor progress against the approved work-plan; Identify changes in the external environment and promptly agree necessary solutions/actions ( ex. related to the planning and implementation of activities, need for new activities)
  • Monitoring expenditure to ensure that it is in line with approved budgets, AWPs and Programmed/Financial policies.Ensure effective programme finance, asset, procurement and HR management and focusing on the achievement of the following results
  • Implementation of effective internal controls, proper functioning of a client-oriented financial resources management system. Monitor budget preparation and the finances of programmes/projects;
  • Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project; prepare periodic reports; finalize FACE forms;
  • Coordinate and Control of Combined Delivery; Periodic monitoring of dashboards and exceptions, identification of remedial actions;
  • Review financial reports and systematically apply best practice in project/programme management and implementation of the project.
  • Provide advanced administrative support to the WEE and EVAW Programme Units
  • Prepare all logistical, administrative and financial arrangements and support the organization for meetings, workshops, events, and missions (virtual and non-virtual);
  • Prepare travel arrangements for the Programme Teams, including travel requisitions and claims;
  • Prepare public information materials and briefing packets;
  • Liaise with high level officials on administrative issues;
  • Prepare and assemble briefing materials and prepare power-point and other presentations; contribute inputs to the materials;
  • Take minutes of meetings and share with relevant stakeholders.
  • Provide administrative support to Resource Mobilization
  • Prepare cost-sharing and other agreements; follow up on contributions within the ROAS resource mobilization efforts;
  • Organize, compile and process information from donors, Regional Office, Country Offices, and programme teams in the region, as inputs to various databases and documents.
  • Ensures facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on programme management and financial matters focusing on the achievement of the following results:
  • Support synthesis of lessons learnt and best practices related to programme management and finance;
  • Coordinate the organization of training for the office staff and partners on programme and operations related issues, including for peer colleagues in the COs in the region;
  • Support knowledge management for WEE and EVAW teams;
  • Ensure regular exchange of information/experience with other projects, cross-learning and sharing results and good practices;
  • Capture lessons learnt during project implementation – a lessons learnt log can be used in this regard;
  • Participation in regular internal meetings;
  • Participation in training events, communities of practice, codifying and sharing knowledge;
  • Facilitation and organisation of training for project staff to enable them to perform at the required level.

Required Skills and Experience

Education and certification:

  • MA degree or BA degree in Accounting and Finance, Business or Public Administration, Economics or related field.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • Minimum three (3) years (with Masters’ degree), or, minimum five (5) years (with Bachelors’ degree) of relevant experience at the national and/or international level in project/programme formulation, management, accounting, finance, operations, administration or audit services.

Language Requirements:

  • Fluency in English and Arabic is required
  • Working knowledge in another official UN language is an asset.
