Background

To support member states in implementing the 2030 Agenda, UN Women’s Flagship Programme Initiative Making Every Woman and Girl Count (Women Count) aims to affect a radical shift in the production, availability, accessibility and use of quality data and statistics on key aspects of gender equality and women’s empowerment. Women Count, delivered significant results in scaling up work on gender statistics availability, accessibility, and use during Phase I of its implementation. Phase II of Women Count (2022-2025), a multi-year and multi-country programme of work, is the key UN Women programmatic tool to support Member States to strengthen the mainstreaming of gender perspectives in statistics and to monitor the Sustainable Development Goals (SDGs) through three interlinked areas of work:

  • Building a supportive policy and institutional environment for the localization and effective monitoring of the Sustainable Development Goals (SDGs);
  • Increasing the quality, comparability and regularity of gender statistics to address national data gaps and meet reporting commitments under the SDGs; and
  • Ensuring that gender statistics are accessible to users in governments, civil society, academia and the private sector, to strengthen adequate demand for their production.

Under the supervision of the Regional Advisor on Gender and Statistics, the Programme Management Specialist is responsible for supporting the Regional Advisor in overseeing the management, development, implementation, monitoring and reporting of programmes for the Asia-Pacific Regional Office as well with the monitoring of human and financial resources of the Women Count projects in the RO. This includes providing management support to the implementation of the Women Count projects in the region, overseeing the monitoring of progress against results frameworks and performance indicators, monitoring project finances to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results, supporting advocacy and resource mobilization strategies; and leading knowledge management efforts.

Duties and Responsibilities

1. Guide the development, planning and implementation of Women Count projects

  • Guide the development of Women Count projects in the region, including project design and formulation, in coordination with the Women Count Regional Gender Statistics Specialist;
  • Review and provide feedback to ongoing projects on related strategies and documents, workplans, partner agreements, and related products;
  • Adapt Women Count global systems, processes and mechanisms to improve project planning, implementation, monitoring and progress reporting in the region.
  • Assess biannual work plans of Women Count projects in the region in line with Women Count global guidelines and provide recommendations to ensure alignment with programme core results and indicators;
  • Oversee Quality Assurance processes and identify potential challenges, as well as recommend mitigation measures.
  • Provide technical support to implementing offices in the preparation of audits of Women Count projects and follow up on the implementation of audit recommendations;
  • Guide the establishment and monitor the implementation of partner agreements or other partnerships as needed.

2. Manage the monitoring, reporting and communicating results of Women Count projects in Asia and the Pacific

  • Liaise with Women Count Gender Statistics focal points and lead the periodic monitoring process of project results, ensuring performance indicators are incorporated and reported on in UN Women’s Results Management System (RMS) and in project specific systems/tools;
  • Produce quarterly updates, donor reports and any other reports as needed by the Women Count Gender Statistics focal points
  • Develop, coordinate and provide training on results-based management and project management as needed.

3. Oversee budget and financial management of Women Count projects.

  • Analyze and ensure alignment of project budgets with Results Frameworks and Workplans;
  • Monitor Women Count projects finances to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results;
  • Advice project managers on the need for budget revisions, or other budget changes.

4. Provide technical inputs to advocacy and resource mobilization efforts to Women Count projects.

  • Identify resource mobilization opportunities and provide technical support to the Women Count Gender Statistics Specialist in the preparation of donor proposals, aligned with Women Count guidelines, and any other relevant documentation on donors;
  • In coordination with the Women Count HQ team and the Regional Resource Mobilization focal point, analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, and identify opportunities for cost sharing;
  • Coordinate and organize global public events, including seminars, conferences and launch activities, and provide related logistical support as needed, in consultation with the Women Count Gender Statistics Specialist

5. Lead knowledge management efforts

  • Lead the process of identifying and synthesizing of best practices and lessons learned that are directly linked to the implementation of the Women Count projects in the region and contribute to their global dissemination.
  • Ensure efficient flow of information across all levels of implementation and facilitate dissemination and sharing of resources within the regional office and between Women Count global, regional and country offices.

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in Social Sciences, Political Science, Development, Public Administration, Gender or related discipline
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification would be an added advantage.

Experience:

  • At least 5 years of progressively responsible experience in programme management, including programme design, programme coordination, monitoring, reporting and evaluation, and management of development projects and/or complex and multi-stakeholders programmes;
  • Ability to curate and synthesize project performance data and produce analytical reports to inform management and strategic decision-making;
  • Experience in setting priorities, budgets, work plans, participating in programme development and programme development;
  • Experience working in a gender or statistics related area would be an asset.

Language Requirements:

  • Fluency in English
  • Working knowledge of the other UN official working language is an asset
