Background Information - Myanmar

Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative targeting drug resistant malaria in the Greater Mekong sub-region. UNOPS also provides procurement, infrastructure and project management services to a wide range of organizations in the country, including international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness. Access to Health Fund

The Access to Health Fund aims to improve Health outcomes for vulnerable populations in conflict-affected areas of Myanmar. The Fund works with Ethnic Health Organizations, national and international NGOs, the United Nations, and other local partners (Civil Society Organizations) to increase people’s access to health-services (maternal, newborn and child health, combating HIV and AIDS, tuberculosis and malaria) and to strengthen health systems.

The Access to Health Fund is supported by four donors - the United Kingdom, Sweden, the United States, and Switzerland.

Background Information - Job-specific

Under the overall guidance of the Director of Strategy, and the direct supervision of the Programme Manager (Civil Society/Health for All), the Programme Management Senior Officer (Gender, Diversity, and Inclusion) is responsible for the management of Access to Health Fund grants and programs in the assigned cross cutting thematic areas mainly on “gender, diversity, and inclusion.” This position is also responsible for supporting the mainstreaming of other cross cutting themes (e.g. community feedback, prevention of sexual exploitation, harassment and abuse, disability inclusion, emergency preparedness and response, conflict sensitivity and social cohesion).

This position is to specifically support grants in sexual and reproductive health and rights and gender equality in five potential focus areas:

  1. RIGHTS: Tackling the Root Causes of Inequality through Promotion of Rights, Advocacy and Empowerment
  2. INCLUSION: Inclusion of excluded groups in SRHR services, awareness-raising and programming, including LGBTQI and disabled persons
  3. AWARENESS: Sexual and reproductive health and rights education and support for young people (ASRH) and people living in EHO and conflict-affected areas
  4. SERVICES: Filling critical service delivery gaps to meet women’s health needs
  5. COMMODITIES AND DISTRIBUTION of needed SRHR supplies to ensure commodity security

Functional Responsibilities

Grant Making

  • Support the development of the call for proposals to fill gaps in the Access to Health Fund portfolio in the five key focus areas identified above
  • Assist in gender and barriers analysis, gender budgeting, needs and resource assessments, in particular to identify gaps in the Access to Health Fund portfolio, potential new grants and improvement to existing grants
  • Assist in the evaluation of proposals received and the selection of Implementing Partners
  • Assist in grant negotiations and budget revisions with implementing partners

Grant Management

  • Manage assigned grants of implementing partners through budget negotiation, budget revisions, report review and clearances, regular meetings, and monitoring visits
  • Collaborate with the M&E Team to ensure the grants are implemented in line with agreed log frames, national strategies and Access to Health Fund's priorities
  • Work together with Grant Team to ensure timely disbursement to implementing partners and in following up project audit recommendations
  • Work together with Procurement Team to ensure partners have timely and adequate supplies for implementation
  • Maintain a clear understanding of grant outcomes, in particular as they relate to the strengthening of health systems and the improved health situation of vulnerable populations in conflict affected areas. Regularly communicate on these outcomes with partners and stakeholders

Portfolio Improvement

  • Ensure that the Access to Health Fund portfolio is gender sensitive and inclusive, and promotes equity and diversity. This should include LGBTQIA+ persons and address intersectionality, such as meeting the needs of women with disabilities.
  • Support colleagues to ensure that existing grants are as inclusive of vulnerable and marginalized groups as possible, including women, LGBTQIA persons, people with disabilities
  • Work closely with team members to promote an efficient portfolio which delivers integrated health services reaching to vulnerable populations and internally displaced persons in conflict affected areas of Myanmar
  • Work closely with Health for All team and other teams in the strategy and programme units and to ensure grants contribute to the strengthening of health systems particularly community health system and ensuring cross cutting areas’ standards such as gender mainstreaming (focus on provision of technical assistance for the gender sensitive and transformative actions via health programmes), disability inclusion, community feedback mechanism, conflict sensitivity and social cohesion
  • Work in close collaboration with Health Team/Programme Team: share information, seek their advice and give due consideration to advice received to move the portfolio forward in a way that is both managerially and technically sound
  • Identify and suggest ways to expand integrated health services to vulnerable population in conflict affected areas
  • Propose any initiative that may be necessary to adjust grants and portfolios and ensure they are in compliance with the Fund’s policy and strategies
  • Provide teams with technical inputs as necessary for improving quality of the interventions defined under respective thematic areas the Fund is supporting.
  • As necessary, provide inputs and support the partners to ensure that the programmes/projects strive to become gender sensitive and inclusive in all project cycle levels and advocacy.
  • .Identify and assess the partners’ capacity on gender equality, diversity and inclusion, perhaps cross cutting things. for programme design, implementation and M & E, and develop and implement capacity building plan accordingly.

Knowledge Management

  • Report and track any issues, risks and mitigation actions impacting Access to Health Fund interventions in Myanmar
  • Assist in promoting information sharing on all aspects related to disability inclusion, demand generation, community engagement, and community system strengthening in Myanmar
  • Closely work with Communication Team for external and internal communication of health related information on the Access to Health Fund
  • Perform any other duty as may be requested by the supervisor

Education/Experience/Language requirements

Education

  • A Master’s degree in a relevant discipline (for example: specialized in social sciences such as gender studies, international development, public administration, public policy)
  • A Bachelor’s degree in a relevant discipline with two additional years of gender mainstreaming and gender specific work experiences in development and/or humanitarian sectors in Myanmar

Work Experience

  • At least 2 years of relevant experience in the management and technical support of gender, diversity, inclusion and development programs/projects is required.
  • Progressive experience in gender analysis and gender equality and empowerment interventions that aimed to gender transformation for the vulnerable populations is preferred
  • Demonstrated ability to work with minimal supervision in a complex and stressful environment
  • Good communication, coordination, writing, and analytical skills
  • Competent in the usage of computers and office software packages (Google platform) is highly preferred.

Languages

  • Fluency in both written and spoken English and Myanmar
  • Other spoken ethnic languages are assets.
