Org. Setting and Reporting This position is located in Project Management team of the Enterprise Programme Management Section (EMPS) in the Office of the Office of Information and Communications Technology (OICT). The incumbent will report to the Senior Programme Management Officer.

Responsibilities Within the delegated authority, the Telecommunications Engineer will be responsible for the following duties: - Plans, directs and oversees major ICT projects and programmes of significant importance to the institution, or major components of these complex projects which typically impact critical operations and large or multiple user groups. - Provides expert advice on project management office (PMO) governance, operations and best practices and compliance of ICT projects and programmes; identifies the need for new systems (or modifications to existing systems) or responds to requests from users; develops plans for feasibility assessment, design, development and implementation, including project plans, schedules, time and cost estimates; provides plans for structured set-up and operation of ICT infrastructure from “scratch” at local and wide area levels. - Develops plans for the deployment and support of ICT project management frameworks, templates and related tools. - Develops technical specifications/cost proposals for procurement/contractual services related to ICT, including projects and project management practices, oversees the technical evaluation of bids and proposals received and monitors the procurement process; manages the contract service. - Manages relevant ICT PM tools and services with respect to deployment, usage and redeployment. - Tracks and monitors OICT strategic projects’ progress against plan, requirements, quality measures, standard processes; develops reports for management and stakeholders; liaises with users on all aspects and during all phases of development and implementation. - Actively provides professional leadership and work direction to relevant OICT teams, and/or mentors and supervises the work of new/junior officers, contract staff, etc. - Develops, implements and monitors relevant OICT Project Management standards and guidelines. - Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports. - Develops and recommends strategies to address specific project management, telecommunications, connectivity, information technology and related training needs of Headquarters or the missions. - Provides support to different ICT governance bodies in the UN Secretariat and OICT. - Ensures effective coordination with other UN agencies in order to maximize possibilities of inter-agency collaboration in the field of ICT services, including project management - Develops relevant governance and ensures appropriate planning and training of those responsible. - Performs other related duties as required.

    Education Advanced university degree (Master’s degree or equivalent degree) in electronic, technical or communications engineering, technical science, computer technology or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

    Job - Specific Qualification - A Prince 2 Foundation certification is required.

    • A Prince 2 Practitioner certification is desirable.

    Work Experience - A minimum of seven years of progressively responsible experience in project management, electronic data transmission, network design, communications or related area is required.

    • Experience in managing large and complex IT projects at the global level is required.

    • Experience in Agile methodology is required.

    • Experience in Portfolio and Programme Management is desirable.

    • Experience in project management governance, compliance, reporting and training is desirable.

    • Experience in MS Project Online or similar tool is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

    Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

    Special Notice - This position is temporarily available for 364 days with a possibility of extension subject to the availability of funding. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
