Org. Setting and Reporting This position is located in the Compensation and Classification Section (CCS), Global Strategy and Policy Division (GSPD), Office of Human Resources (OHR) of the Department of Management Strategy, Policy and Compliance (DMSPC). OHR/CCS is responsible for the operation of the United Nations Global Human Resources Centre (‘OneHR Centre’) established in 2016 to provide centralized job classification and background verification services to the common system organizations.
Under the direct supervision of the Chief, Compensation and Classification Section, the Programme Officer leads the operations and work programme of the OneHR Centre. The Programme Management Officer is responsible for developing and implementing its strategy and direction, to ensure adequate client relationships and service delivery, to properly manage its financials and effectively manage its personnel.
Responsibilities The Programme Management Officer will be responsible for the following duties:
- Identifies gaps/opportunities and develops strategies to improve the current and future workstreams of the OneHR Centre
- Undertakes/assigns job classifications and monitors/oversees the background verification process
- Trains clients (staff in client organizations) on OneHR processes
- Liaises with clients (staff in client organizations) to discuss the OneHR Centre's performance
- In consultation with OICT, generates data analysis initiatives; designs data collection tools; reviews, analyzes and interprets data and presents conclusions and recommendations to internal stakeholders
- Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- Prepares (progress) reports and financial statements for client organizations and senior management, and present results in/to the appropriate bodies.
- Maintains and updates the OneHR website, including through the publication of data and performance
- Trains junior staff in job classification and background verification

Education An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, organizational design, law, human resources, or a related field is required. A first-level university degree (Bachelor’s degree of equivalent) in combination with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
Work Experience A minimum of seven years of progressively responsible experience in project or programme management, human resources management, administration, or related area is required.
Experience in managing operations or multifaceted projects involving internal and external clients is required.
Experience in conducting job classifications is desirable.
Experience in managing multi-disciplinary teams is desirable.
Experience in preparing/implementing financial or cost-recovery models is desirable.
Experience in the analysis and use of data is desirable.
Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
