Org. Setting and Reporting The position is located in the United Nations Integrated Transition Assistance Mission in Sudan (UNITAMS). The United Nations Security Council adopted resolution 2579 (2021) authorizing the mandate of UNITAMS which is to assist the political transition, progress towards democratic governance, in the protection and promotion of human rights, and sustainable peace; support peace processes and implementation of future peace agreements; assist peacebuilding, civilian protection and rule of law, in particular in Blue Nile and South Kordofan (the Two Areas) and Darfur; and support the mobilisation of economic and development assistance and coordination of humanitarian assistance.

Under the supervision of the Senior Mission Planning Officer and overall direction of the Chief of Staff, the incumbent will oversee results-based management and accountability for the newly-established UNITAMS Trust Fund.

Responsibilities Within delegated authority, the Programme Management Officer will be responsible for the following duties:

Serving as the focal point for the Mission’s use of extra-budgetary programmatic resources and for the Multi-Partner Trust Fund Office, develop and maintain an overview of the utilization of extra-budgetary programmatic funds supporting UNITAMS Good Offices functions and other priority activities through the UNITAMS Trust Fund;

Undertake necessary planning and coordination with Mission Support and substantive leads, to facilitate timely allocation and use of Trust Funds resources in line with terms of the Donor Agreement and Multi-Partner-Trust-Fund and applicable internal rules and regulations;

As required, participates in the development, planning, implementation and evaluation of individual programme/projects; monitors and analyzes overall implementation of approved programme/projects; reviews relevant documents and reports; identifies problems and issues to be addressed and proposes and takes corrective actions; liaises with relevant parties; identifies and tracks follow-up;

Researches, analyzes and presents information gathered from diverse sources;

Assists in policy development on issues relevant to the position, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, with a view to drawing on best practices and advising on operating resource management procedures and internal guidance as needed;

In promoting use of data for evidence-based management, in line with UNITAMS’ commitment to the Secretary-General’s Data Strategy, undertakes survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions;

Prepares various written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.;

Provides substantive support to the Mission’s Senior Allocation Group (SAG) overseeing the allocation of Trust Fund resources and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparation of documents and presentations, and follow up on decisions;

Undertakes outreach activities; conducts training workshops, seminars; and makes presentations on assigned topics/activities related to the management of the Trust Fund;

Participates in or assist field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, advocates and promotes the work of the Mission etc.;

In coordination with the Finance and Budget Section, coordinates activities related to programme/project preparation, submissions, progress reports and financial statements, and coordinate the preparations of related internal and external reports on the performance of funds allocated through the Trust Fund; and

Performs other duties as required.

Education Advanced university degree (Master’s degree or equivalent) in business or public administration, management, economics, development, political science, international relations or a related field. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of progressively responsible experience in project or programme management, monitoring and evaluation, administration or related area is required.

At least one (1) year of experience serving in a UN common system field operation, preferably in a conflict or post-conflict setting, is desirable.

Experience in design or implementation of initiatives to improve data-driven decision-making is desirable.

Familiarity with Umoja systems for grant management is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position fluency in English, (both oral and written) is required. Knowledge of Arabic is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
