OBJECTIVES OF THE PROGRAMME

To support the achievement of national health and development agenda, the programme management function will be instrumental in the WHO Country Office, in ensuring strategic and operational planning, programme budgeting, resource distribution, monitoring, evaluation, reporting and contributing towards resource mobilization efforts while ensuring strict adherence to organizational guidelines and standards. The unit will contribute towards better integration, collaboration and planning for results and ensuring performance assessment is conducted on timely basis and results are reported.

DESCRIPTION OF DUTIES

Under the general guidance and supervision of the WHO Representative in Ukraine, the incumbent will perform the following functions:

Provide technical support for overall program management, project management, grant management, budget, work planning, including the development, day-to- day operation, monitoring and evaluation of work plans to ensure the smooth implementation of Country Office programs.

Support the WHO Representative in the leadership of the Ukraine Country Office and continuity across all work areas within the office, in addition to aligning with Regional Office strategic priorities.

Support and facilitate the country office strategic planning and budgeting, including prioritization and definition of results, HR Plan development (in coordination with BOS section), and peer review processes.

Work closely with WHO staff and partners in the design and monitoring of programs and projects to maximise impact for beneficiaries.

Provide information and analysis to support resource mobilization and develop briefings and reports for WR in the area of planning and programme management

Oversee communications and coordinate the analysis, consolidation and dissemination of information on programme management.

Contribute to the preparation of monitoring and progress reports, briefings, proposals, reports, communications and advocacy documents required for strategic decision making.

Coordinate operational planning and undertake regular planning reviews with WHO teams at all levels and provide recommendations for adjustments based on technical and/or emergency needs.

Collaborate, with technical leads and other teams, in the development, implementation and monitoring of the technical, operational and HR work plans.

Develop flexible and innovative solutions to support WHO's outbreak and health emergency operations, in line with the IMS standard operating procedures (SOPs).

Monitor the Programme Budget (PB) implementation and provide strategic recommendations on financial, administrative and human resource allocation as well as related programme management decision making on resource utilization for optimal results.

Implement resource coordination decisions for the country office, including allocation and redistribution of resources, and the monitoring of funding gaps for base and OCR funding.

Report on identified programme management issues and risks if any and liaise with the WR and/or relevant staff to ensure timely mitigation and resolution.

Coordinate performance monitoring and assessment in WHO Country Offices to measure progress towards defined priorities and results including coordinating the quarterly, semi- annual, mid-term and end of biennium review and reporting processes.

Ensure proper use of designated funds to achieve results as per defined indicators; underpin compliance with project management principles.

Oversee resource mobilization to secure rapid funding for immediate needs; with sustainable, predictable financing for programme activities.

Contribute to resource mobilization efforts by supporting the development of results-focused proposals, donor agreements and other grant-related instruments ensuring quality and alignment with WHO policies, pertinent documents and other administrative provisions.

Perform any other incident-specific related duties, as required by the functional supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced level university degree in public health, management, emergency/disaster management, law, financial management, business or public administration from an accredited/recognized institute or related field Desirable: Specialized training in programme planning, development, implementation and; monitoring and evaluation.

Experience

Essential: At least 7 years of national and international experience in planning, developing, managing and monitoring technical programmes or operations. Demonstrated experience in financial reporting in a public health or humanitarian international context including some experience in strategic resource management, resource mobilization or grants management. Desirable: Prior working experience with WHO/UN, health cluster partners or with an international nongovernmental or recognized humanitarian organization. Experience supporting management and operations for emergencies. Documented achievements in fundraising activities, part of which supporting humanitarian emergency or health outbreak response and recovery activities. Proven experience in writing resource mobilization proposals, donor reports and related documents.

Skills

Demonstrated knowledge of the rapid response operations and their implementation in emergencies as related to public health, complemented by demonstrated ability to identify and manage difficult situations, to lead and direct multidisciplinary and multinational staff.

Excellent skills in the assessment, monitoring, analysis and evaluation of emergency situations, with the ability to conceptualize and implement innovative strategies and advocate their implementation.

Authoritative and comprehensive knowledge of the theory, principles, methods and techniques in international emergency incident management system.

Strong strategic thinking, with the ability to quickly comprehend strategic and tactical objectives and to formulate comprehensive plans to address challenges/risks.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2375 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
