Org. Setting and Reporting Under the overall supervision of the Executive Secretary of UNECE, and the direct supervision of the P5,Senior Programme Management Officer of the United Nations Road Safety Trust Fund Secretariat (RSTFS), the incumbent is responsible to implement the programme of work of the UN Road Safety Trust Fund Secretariat. The UN RSTF helps to strengthen road safety management capacity at the national and local levels, and unlock sustainable sources of domestic road safety financing in low and middle-income countries by mobilizing global financial and technical resources. The Programme Officer is responsible for the entire cycle of the Trust Fund’s projects from calls for proposals, assessments, implementation to evaluation, and development of repository of best practices from previous project success stories. Through strategic communications and partnership outreach, the Programme Officer is responsible to ensure the funding of projects and the programme development of the RSTFS.

Responsibilities The Programme Management Officer is responsible to:

(a) Plan, organize and supervise the call for proposals. Support and guide the preparations of project proposals by participating organizations or institutions. Assess, or organize assessment, of the project proposals and provide advice to the Steering Committee during the approval process.

(b) Conduct monitoring and evaluation of funded projects and consolidate information in a result-based management system.

(c) Monitor and analyse the programme development and implementation and undertaking partnerships outreach to ensure synergies with other major international development cooperation partners.

(d) Research, analyse and present information related to the policy, strategic priorities, programmatic and financial allocations of the Trust Fund.

(e) Prepare approval documents of projects, and arrange fund transfer to the implementing organizations/institutions.

(f) Develop and implement programme of work communications and fundraising activities in support of the Advisory Board and Steering Committee.

(g) Provide input to annual and final narrative reports for submission to the Advisory Board and the Steering Committee.

(h) Provide advice to the Advisory Board and the Steering Committee on all policy, legal, financial, economic and technical issues in the areas of responsibility of the post and translate the policy into the programmatic activities.

(i) Provide logistical and operational support to the Steering Committee, the Advisory Board, and UNRSF Platforms of Engagement.

(j) Prepare inputs, draft speeches or presentations for the Senior Programme Officer.

(k) Represent the Fund at international, regional, or national conferences and meetings in the field of road safety and provide substantive expertise in areas under the responsibility of the post.

(l) Perform other duties as requested.

Education Advanced university degree (Master’s or Doctorate degree, or equivalent) in economics, business administration, law or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience At least seven years progressively responsible professional experience in programme or project management, administration, or a related area is required.

Experience working with international trust funds is desirable.

Experience with results-based management is desirable.

Experience in resource mobilization and partnership building with Governments and/or private sector donors (e.g. foundations, business organizations) is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
