Org. Setting and Reporting The post is located in the Programme Planning and Budget Section, Financial Resources Management Service, Division of Administration, United Nations Office at Geneva. The Programme Management Officer will report to the Chief of Section.

Responsibilities Within delegated authority, the Programme Management Officer will be responsible for the following duties:

•Develops, implements and evaluates assigned programmes/projects in the area of finance, budgeting and cost recovery, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. •Participates in and contributes to various working groups aiming to align financial administrative processes globally. •Researches, analyzes and presents information gathered from diverse sources. •Coordinates policy development in various aspects of financial management in areas such as performance evaluations and cost recovery. •Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identifies problems/issues and prepares conclusions. •Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, etc. •Coordinates the strategic review and update of the Division’s programmatic priorities and implements effective monitoring solutions. •Helps managers across the Division to streamline business processes. •Leads cross-functional project teams in the area of administration and manages complex ad-hoc initiatives and requests from end to end. •Translates organizational needs into analytics and reporting requirements to support decisions, strategies and workflows with data and information. •Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). •Performs other duties as required.

Excellent writing skills with ability to draft complex reports and prepare and deliver compelling presentations to senior officials. Excellent analytical skills with the ability to collect, organize, manage, and disseminate significant amounts of information with attention to detail and accuracy. Ability to analyze, model and interpret data in support of decision-making. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities.   • PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

  • ACCOUNTABILITY: Takes ownership of all responsibilities and honours commitments; delivers outputs for which one has responsibility within prescribed time, cost and quality standards; operates in compliance with organizational regulations and rules; supports subordinates, provides oversight and takes responsibility for delegated assignments; takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.

    Education Advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. Out of these, five years working experience in project or programme management, administration or related area in the United Nations Common System is desirable. A minimum of two years of experience in developing cost recovery policy and practices in an international organization is desirable. A minimum of two years of experience in data management, analytics, statistics, and data visualization is desirable. Three years of experience in managing large projects, developing and launching customer relationship management (CRM) systems, and streamlining business processes is also desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is desirable.

    Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.
