Org. Setting and Reporting This position is located in the United Nations Integrated Office in Haiti (BINUH). The Programme Management Officer reports to the Deputy Special Representative of the Secretary-General, Resident and Humanitarian Coordinator (DSRSG/RC/HC) for Haiti.

Responsibilities Within delegated authority, the Programme Management Officer will be responsible for the following duties: - Delivers substantive and practical support to the DSRSG/RC/HC in implementing his/her responsibilities; keep the DSRSG/RC/HC informed of all matters requiring his/her attention, including issues that may impact development, humanitarian and peacebuilding programming. - Proactively formulates options for decision and ensure follow-up as needed. - Identifies and analyzes political, humanitarian, and economic issues in line with the Mission mandate and UN Country Team (UNCT) and Humanitarian Country Team (HCT) priorities. - Evaluates implications and formulate concrete recommendations on potential UN policies and strategies. - Liaises and maintains close working relationships with the UNCT, HCT, state institutions, civil society, and diplomatic missions across the development, humanitarian and peacebuilding nexus. - Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, - Organizes and provide briefing material, talking points and speeches for DSRSG/RC/HC internal meetings, external missions and other activities. - Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports including, but not limited to, code cables, Security Council reports, and other documents for the DSRSG/RC/HC's signature. - Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. - Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. - Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. - Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). - Performs other duties as required.

Work implies frequent interaction with the following: Establish and maintain relationships with counterparts, senior officers and technical staff in relevant Secretariat entities and in UN funds, programs and other UN specialized agencies; Representatives and officials in national governments, international organizations, consultants.

Results Expected: Provides timely and quality support to the DSRSG/RC/HC; demonstrates timely delivery of outputs in accordance with overall objectives and policies. Plays a lead role in identifying significant issues and develops well-reasoned, innovative approaches to deal with these issues. Serves as an effective spokesperson internally and externally and forms strong partnerships with relevant parties.

Ability to monitor large multi-partner projects and to work efficiently with local authorities in sometime politically tense environment. Planning and organizing: Develops clear goals that are consistent with agreed strategies. Identifies priority activities and assignments; adjusts priorities as required. Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently.

Communication: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify, and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Client Orientation: Considers all those to whom services are provided to be "clients" and seeks to see things from clients' point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients' needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients' environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.

Education Advanced university degree (Master’s degree or equivalent) in political science, international relations, business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in political affairs, diplomacy, development, humanitarian, conflict resolution, or related field is required.

Experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) - or similar international organization or non-governmental organization - in a conflict or post-conflict setting is desired.

Previous experience working in the office of a senior public official as a Special Assistant (or similar) to a senior public official is desired.

Languages English and French are the working languages of the United Nations Secretariat. Fluency in both English and French (both oral and written) is required.
