Org. Setting and Reporting The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. This post is located in Caribbean Sub-Regional Office in Kingston, Jamaica. Under the direct supervision of Head, Caribbean Sub-Regional Office, the incumbent will support advocacy and the delivery of UNEP’s Medium-Term Strategies and Programmes of Work and works in cooperation with governments and operational partners. This includes the following duties:

Responsibilities 1. Evaluate policy and programme needs and mechanisms for the delivery of products and services to meet the needs of the Caribbean: a) ensure that sub-regional priorities are represented; b) Analyse programme or project mandates and translate these into specific work programmes for the Caribbean in accordance with approved goals and objectives; c) participate, in Programme Coordination Teams, work groups, in consultation with other UN agencies and partners and provide two-way feedback on the implementation of the Multi-Country Sustainable Development Framework and other Delivering as One processes; d) monitor progress of activities and projects in the Caribbean and report on the appropriateness and effectiveness of results achieved; e) coordinate the input of UNEP into Country Implementation Plans for all Caribbean states and monitor and report on progress

2. Contribute to strengthening UNEP’s strategic regional presence, including providing support to member states as appropriate and relevant: a) in the context of the Forum of Environment Ministers of Latin America and the Caribbean and South-South Cooperation; b) assist governments in organizing and convening intergovernmental meetings of policy makers and technical experts to formulate, adopt and implement sub-regional and national environmental action plans, programmes and/or projects; c) strengthening the participation of member states in the sub-region to processes of the UN Environment Assembly.

3. Manage and promote the development of strategic partnerships in the Caribbean and carry out consultations with governments, regional and sub-regional partners, the private sector, CBOs/NGOs and other relevant organizations on environmental programmes and projects in the Caribbean, with a focus on enhancing the capacity of countries in the subregion, at their request, to integrate environmental considerations into their national development processes and in their efforts to implement the 2030 Agenda for Sustainable Development

4. Support the Caribbean’s efforts to work collaboratively with its regional partners and the UN system to ensure that Caribbean SIDS priorities and emerging issues are considered in the various consultative and decision-making fora at the global level and support the follow up and implementation of the SAMOA Pathway – SIDS Accelerated Modalities of Action

5 Gather relevant political intelligence and information and package for internal use by UNEP in its engagement and programming with Caribbean states and partners and advise the Head of the Caribbean Office on relevant initiatives and programme issues for intergovernmental, interagency and stakeholder meetings of other officials taking place within and concerning the Caribbean

6. Organize group meetings and training and awareness raising workshops targeted at various stakeholders in government, private sector, industry, civil society or communities and support resource mobilisation initiatives for the work of UNEP in the regions.

    Competencies PROFESSIONALISM: Knowledge of environmental management mitigation in the region and at the global scale, solid experience working with governments and private sector and overall good understanding and knowledge of the region; good knowledge of environmental management mitigation issues and trends, as well as associated policy and business models related to aforementioned topics; expertise in programme/project implementation at regional and national levels. Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Shows pride in work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

PLANNING AND ORGANIZING: Develops clear goals that are consistent with agreed strategies. Identifies priority activities and assignments; adjusts priorities as required. Allocates appropriate amount of time and resources for completing work. Foresees risks and allows for contingencies when planning. Monitors and adjusts plans and actions as necessary. Uses time efficiently.

Education .Advanced university degree (Master's degree or equivalent) in Environmental Studies, Economics, Social Sciences, Political Science or related discipline is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of five (5) years of progressively responsible experience in environmental management issues specific to SIDs, preferably at the international level is required. Work experience in research, evaluation and policy development is desired. Experience working in or on Caribbean Countries is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post fluency in English is required. Knowledge of Spanish or French is desirable.

NOTE: "fluency equals a rating of "fluent" in all four areas (read, write, speak, understand) and "Knowledge of" equals a rating of "confident" in two of the four areas.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
