We are in a unique position to collaborate with everyone including advocates and service providers who work closely with children and their families, as well as the elected leaders who are responsible to ensure that laws and policies are in line with children's rights. Most importantly, we integrate the voices of our children and adolescents by engaging them on the issues that affect their lives.

The individual Consultant is expected to –

1. Facilitate the organization of a National Preparatory Consultation on the country's efforts in preventing violence against children ahead of the first Global Ministerial Conference on Ending Violence Against Children scheduled for November 2024.
2. Undertake a baseline study on indicators for NPACV implementation aligned with an established framework and develop a widespread communication strategy for the promotion of NPACV.
3. Develop a costed Action Plan for the Children’s Affairs & Policy Division, within the Ministry of Education and Youth based on the recommendations in the Child Protection System Evaluation report 2022.

To qualify as an advocate for every child you will have…

Education and Experience

• An advanced university degree (Master’s or higher) in *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
• A minimum of 5 years of relevant professional experience in Child Protection
• Developing country work experience and/or familiarity with emergency is considered an asset.
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Technical Knowledge

• Extensive experience in legislative review, preferably in the context of child rights and protection.
• In-depth knowledge of international legal frameworks relevant to children's rights, particularly the UNCRC.
• Demonstrate expertise in drafting legislative amendments and policy recommendations.
• Proven expertise in facilitating consultations with diverse stakeholders and synthesizing input into actionable recommendations.
• Excellent analytical, writing, and communication skills.
• Familiarity with the context of child protection in Jamaica or the Caribbean region

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
