Myanmar is one of UNOPS leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health Fund, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS Myanmar is Principal Recipient for the Global Fund to Fight AIDS, Tuberculosis and Malaria in Myanmar and Cambodia, and for the Global Fund¹s Regional Artemisinin-resistance Initiative targeting drug resistant malaria in the Greater Mekong sub-region. Additionally, UNOPS provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS Myanmar plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Through this specific vacancy announcement UNOPS Myanmar is seeking the services of a qualified professional who will support the implementation of MMOC/3PI portfolio of health related projects by providing liaison support with the projects’ stakeholders mainly at the level of the Ministry of Health and Sport at the central level in Nay Pyi Taw and at the regional levels. The(se) project(s) could include both some infrastructure components such as construction and rehabilitation of health facilities and some procurement activities of medical equipment and consumables.

Functional Responsibilities

Under the overall supervision of the Senior Partnership Advisor guidance Head of Program, the Programme Management Officer will provide direct support to the MMOC/3PI project managers through the execution of the following tasks:

  • Works with MMOC/3PI program managers and projects managers of all the health projects to understand the projects’ strategic needs and implementation strategies;
  • Develop, maintain, and intensify contacts with relevant representatives of the Myanmar Ministry of Health and Sport (MoHS);
  • Develop and foster relationships with the key health local authorities at State levels;
  • Collect, analyze, and utilize data and feedback to identify opportunities to improve the relationship between UNOPS and the MoHS;
  • Proactively solve conflicts and address issues that could occur between UNOPS and the MoHS staff and local authorities;
  • Act as a positive representation of UNOPS to all Government and Local stakeholders;
  • Draft official letters in English and or Myanmar (when necessary) to communicate formally with relevant MoHS counterparts;
  • Assure proper follow-up with MoHS representatives on all pending cases relates to MMOC/3PI health projects’ progress;
  • Map all stakeholders at National and State levels and ensure the staff are kept updated on the structures of government at all level including any changes;
  • Maintain thorough knowledge of MMOC/3PI health projects portfolio;
  • Manage ad hoc requests from MMOC/3PI management team;
  • Advice MMOC/3PI projects teams and MMOC/3PI management team on best practices related to communication and relationship management with national authorities;
  • Works in collaboration with MMOC/3PI partnership team to support new projects identification, negotiation and development with the MoHS.

Education/Experience/Language requirements

Education - A Bachelor Degree in Public Health, Business, Economics, Social Science, International Development, Media/Communications, Public Administration and all related fields is required.

Work Experience - A minimum of two years work experience Programme, Communications, Administration and project support one of the area experience is required. - Excellent writing skills is required; - Strong analytical skills are desirable. - Prior experience working in health projects would be an asset - Prior event management experience would be an asset - Knowledge of the health sector in Myanmar would be an asset. - Prior experience in Myanmar or the sub-region is an asset.

Language - Fluency in both written and spoken English and Myanmar Language is a strong requirement.
