Background Information - Myanmar

Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Access to Health, the Livelihood and Food Security Fund (LIFT) and the Joint Peace Fund (JPF). In addition, UNOPS is Principal Recipient for the Global Fund in Myanmar and for the Global Fund’s regional artemisinin-resistance initiative targeting drug resistant malaria in the greater Mekong sub-region. UNOPS also provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost effectiveness.

Background Information - Job-specific

Under the direct supervision of the Head of Programme Management Office/CFM, the Programme Management Office (PRMO) - Analyst may be requested to support specific work packages/individual assignments, detailed through individual task notes.s. Support needed will mostly be for programmes in Myanmar but may also include assignments from other UNOPS regions. Such assignments may be Yangon based/home-based or require travel to specific country offices.

Functional Responsibilities

Under the direct supervision of the Head of Programme Management Office/CFM, the Programme Management Office (PRMO) - Analyst will be responsible to support UNOPS Programmes on a need basis, and as defined in the task notes.

The Programme Management Office (PRMO) - Analyst will broadly carry out the following tasks:

Knowledge Management and Innovation

  • Prepare presentation materials, newsletter, document case studies and prepare communication materials for programmes/Center for Fund Management
  • Support the team for the creation of PMO and Fund Dashboards
  • Map and assess the current set up and use of databases in the Funds and make data management improvements recommendations

Programme Management Support

  • Support the maturity improvement initiative in MMOC and in rolling out related activities in the projects and programmes
  • Provide research and analytical support on project/programme management during start up and implementation phases
  • Provide support in project/programme management processes such as due diligence assessment, quarterly assurance, downstream risk mapping etc
  • Develop processes, systems and tools related to project/programme/grant management as part of continuous improvement
  • Manage ad hoc requests from the programmes and be responsible for the delivery of the requests

Center for Fund Management Support

  • Roll-out the CFM Knowledge Sharing action plan
  • Coordinate the CFM retainer pool assignments and update retainer skills mapping
  • Track and analyse the support provided by CFM to UNOPS Country Offices
  • Support the Fund Management toolkit development and roll-out

Education/Experience/Language requirements

Education

  • Master’s degree in development studies, business administration, social science or any related area is required. A relevant Bachelor’s degree with additional 2 years of experience may be accepted in lieu of a Master’s degree.

Experience

  • Minimum 1 year of professional work experience, preferably in Project and Programme management is required.
  • Experience with the UN is an advantage.
  • Experience in Myanmar and Asia is an advantage.
  • Experience with Google data studio is an advantage.

Language

  • Fluency in both written and spoken English is essential.

Contract type, level and duration

Contract type: International Individual Contractor Agreement Contract level: IICA 1/ICS8 Contract duration: This is for multiple positions. One position is full time for 6 months, based in Yangon. The other positions will be hired on retainer contracts.
