Org. Setting and Reporting This position is located in the Office of the Secretary-General of the United Nations Conference on Trade and Development (UNCTAD). This position is funded by a project. The Programme Management Coordination Officer will report to the UNCTAD Secretary General and the Partnerships and Coordination Director of the UNCTAD Task Team. The focus of this position is to coordinate and undertake economic and trade analysis for food, energy and finance between the Global Crisis Response Group (GCRG) Task Team Secretariat and the UN Task Team on MoU Trade Facilitation with the Russian Federation (MoU).

Responsibilities Within delegated authority, the Programme Management Coordination Officer will be responsible for the following duties:

  • Supports the coordination between the UN Global Crisis Response Group and the UN Task Team on MoU Trade Facilitation with the Russian Federation, ensuring the economic and trade-related analysis undertaken by the GCRG supports the implementation of the MoU.
  • Performs consulting assignments, in collaboration with the client, by planning and facilitating workshops, on food, energy, finance, sanctions compliance, and sustainable development issues.
  • Researches, analyzes, and presents information gathered from diverse sources.
  • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations, or other research activities and studies.
  • Liaises closely with subject matter experts within and outside the United Nations especially in the banking, insurance, and commodity traders, to ensure timely monitoring of trade and market situations and identify opportunities for collaboration.
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Develops draft policy recommendations pertaining to area of work.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Monitors political and economic developments in agriculture, chemical (fertilizer), finance, insurance, and maritime transport that may impact the unimpeded access of food and fertilizers to global markets, including the raw materials required to produce fertilizers (including ammonia), originating from the Russian Federation and identifies recurrent and emerging issues of concern to the Global Crisis Response Group.
  • Provides inputs to the GCRG Task Team related to commodity markets, especially with regard to food, fertilizers and other essential commodity prices relevant for developing countries, to contribute to producing GCRG storyboards, reports, and briefs.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Leads and/or participates in large, complex field missions, including the provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Prepares speeches and other inputs for presentations by senior staff.
  • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
  • Performs other duties as required.

Education An advanced university degree (Master’s degree or equivalent degree) in business administration, management, economics or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.

Experience working on sanctions compliance processes especially related to global food security is desirable.

Experience working with the private sector, especially with the banking, insurance sectors or commodity traders is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another UN official language is desirable.

Assessment Evaluation of qualified candidates may include an assessment exercise which will be followed by a competency-based interview.
