Access to Health Fund

The Access to Health Fund aims to improve Health outcomes for vulnerable populations in conflict-affected areas of Myanmar. The Fund works with Ethnic Health Organizations, national and international NGOs, the United Nations, and other partners to increase people’s access to health-services (maternal, newborn and child health, combating HIV and AIDS, tuberculosis and malaria) and to strengthen health systems. The Access to Health Fund is supported by four donors - the United Kingdom, Sweden, the United States, Switzerland, Norway, Canada, Australia and ADB.

Functional Responsibilities

Functional Responsibilities

Under the overall supervision of the Monitoring & Evaluation Senior Manager/Specialists and under the direct supervision of the Monitoring and Evaluation Senior Officer in assigned regions and thematic areas, the incumbent of the post will carry out the following duties and responsibilities:

Data Management

  • Assist Data (Thematic) focal persons to maintain and update information in the ACCESS databases (MNCH, ATM, other thematic area, Trip, RDQA)
  • Support the M&E Senior Officers/Specialists in the development of data collection tools including reporting templates, data collection forms, etc.
  • Promote the high quality of data by ensuring the accurate data collection, data entry, upload,cleaning, data cross-checking and verification
  • Collects data and facilitates the implementation of assessments where appropriate.

  • Support Information System Analyst in database and system management, including conducting specialized data queries and quality control

  • Support Information System Analyst to improve the efficiency of the data systems at the Fund level

Data Analysis

  • Assist in ensuring the correct calculation of indicators in the ACCESS database
  • Provide sound contributions in reporting performance indicators of the Fund, and flag if there are any underperforming/ deviations of trend of indicators to the focal M&E senior officers/specialists
  • Support M&E Senior Officers/Specialists in implementing, monitoring and evaluating plans and provide recommendations for improvement;
  • Support the M&E Specialists during project / program evaluation and baseline surveys;
  • Support the M&E Senior Officers/Specialists in the developing Maps, dashboards and information products

Knowledge building and knowledge sharing

  • Provide regular verbal and written feedback on data quality issues obtained from regular maintaining the databases, field observations and monitoring findings to the data focal.
  • Facilitate the documentation process for source documents at the fund level which includes trip reports, monitoring reports, strategy/policy document
  • Support the M&E Senior Officers/Specialists in collecting and documenting the lessons-learned reviews on successful and unsuccessful project activities.

Other tasks

  • Upon requirement and interest, participate in grant negotiations and RDQAs led by M&E Senior Officers
  • Develops and follows up a field monitoring plan based on project M&E framework and plan.
  • Maintain M&E documents (guidelines, SOP, workplan, etc.) in place and keep them up-to-date
  • Performs any other tasks as requested by the supervisors.

Education/Experience/Language requirements

Education - Completion of secondary school is required. - Bachelor Degree in statistics, computer science, information technology, health or related areas will be considered an asset and may substitute some years of relevant experience required .

Work Experience

  • Minimum six years of relevant experiences working with health projects/programs is required.
  • Excellent data management and analytical skills are required
  • Strong experiences on development and implementation of M&E systems at the programme level are highly desirable.
  • Work experience in Maternal, Neonatal and Child Health, HIV/AIDS, tuberculosis and malaria, AND/OR Covid-19 and Emergency Responses projects is an asset.
  • Experience in community health programming will be a strong asset

Language - Fluency in both English and Burmese is required
