UNFPA is the lead UN agency for delivering a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. The Fund operates globally since 1969 in more than 150 countries and territories. UNFPA focuses on women and young people because these are the groups whose rights are often compromised UNFPA has been active in Ukraine since 1997.

The ongoing war in Ukraine continues to take a toll on the lives of an estimated 14.5 million people in need of health assistance and an estimated 17.7 million people requiring protection assistance and services inside Ukraine. The estimated number of internally displaced people is 6.9 million, and more than 7.5 million refugees are recorded in European countries. As of 17 October, WHO had verified 541 attacks on health facilities; access to health care remains extremely challenging due to severe service disruptions, security concerns, restricted mobility, broken supply chains and mass displacement.

Under the supervision of Programme Management Specialist, the Programme Management Associate provides support to the coordination, implementation and reporting on UNFPA’s country programme.

Under the supervision of Programme Management Specialist, the Programme Management Associate supports the design, planning and management of UNFPA’s country programme by managing data inputs, providing logistical support, monitoring project implementation and following up on recommendations. Programme Management Associate supports the design, planning and management of UNFPA’s country programme by collecting and analyzing data to assist programme planning and policy advocacy, managing processes and organizing resources to support the programme delivery in line with UNFPA programme policy and procedures, and support programme management, in the areas of population development, reproductive health, health system response to GBV, including reproductive health commodity security and other areas covered by the UNFPA mandate.

Programme Management Associate applies established systems and procedures and assists in creating knowledge by compiling, synthesizing, and analyzing information relevant to reproductive health issues and emergencies. S/he is instrumental in facilitating programme/ project implementation using and developing appropriate mechanisms and systems and ensuring compliance with UNFPA procedures.

Within the delegated authority and under the supervision of the Programme Management Specialist or his/her designated mandated representative(s), the Programme Management Associate will complete the following tasks: - Participating in the formulation of the programme components, by compiling and analysing information relevant to the UNFPA’s role in the country, drafting project documents and work plans and preparing spreadsheets and statistical data. - Contributing to the evaluation of project and programme activities, supporting establishing and implementing mechanisms to systematically assess the achievement of results; conducting field visits under guidance and support; participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports. - In coordination with national counterparts and project personnel, guiding routine implementation of assigned programme support activities, coordinating the delivery of project inputs, including procurement, and ensuring participation of national counterparts in training activities and study tours. - Providing logistical support to projects by coordinating project-related meetings, workshops, and events. - Supporting advocacy and resource mobilisation efforts of the CO, by establishing and maintaining a network of donor and public information contacts. Assisting with organizing and conducting donor meetings and public information events, including preparing relevant background material for these events. - Assisting in implementing knowledge management strategies to capture lessons learned and best practices, sharing these with management for future planning.

Results/expected outputs:

As an active UNFPA team member, efficient, timely, responsive, client-friendly, and high-quality support rendered to UNFPA and its beneficiaries in the accomplishment of her/his functions, including: - Programme Management Associate supports the implementation of the country programme. - Programme Management Associate works in a client, quality and results-oriented manner in close collaboration with UNFPA specialists, GBV and SRH programme team members, all units of the UNFPA Country Office (CO), UNFPA implementing partners, as well as personnel of other UN agencies to exchange information and ensure smooth implementation of projects activities in line with the approved work plans, indicators and milestones (Programme Results Framework). - Programme Management Associate ensures that all activities are carried out in accordance with UNFPA rules and procedures as well as donors’ requirements. - Age, Gender, and Diversity (AGD) perspective is systematically applied, integrated, and documented in all activities throughout the assignment. - A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilised, activities participated in, and capacities developed.

As it is a national UN Volunteer's assignment, the volunteer shall organize his/her accommodation by themselves. Taking into account the current circumstances in the country, telecommuting arrangements can be applied by the Host Entity. This is a full-time contract.

Entitlements of National UN Volunteer Specialist (Kyiv Duty Station)

This is a full-time assignment. The contract lasts for the period indicated in the vacancy with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment.

Allowances: • Volunteer Living Allowance (VLA): A Volunteer Living Allowance (VLA) 1587 USD (equivalent in UAH) is provided monthly to cover housing, utilities and normal cost of living expenses. This includes Well-Being Differentials for the period while the ICSC applies hardship classification to duty stations in Ukraine as “E”. • USD 400 entry lump sum, one-time payment.

Medical and life insurance: • Medical insurance: The UN Volunteer and eligible PFU dependents will receive UNV provided medical insurance coverage. Coverage for UN Volunteers begins from the Commencement of Service and normally ceases one month after the last day of the UN Volunteer Contract date. • Life Insurance: UN Volunteers are covered by life insurance for the duration of the UN Volunteer assignment. If a UN Volunteer dies during the UN Volunteer assignment, the eligible designated beneficiaries will be entitled to receive a life insurance lump sum. Leave entitlements: • Annual leave:  UN Volunteers accrue an entitlement to 2.5 days of Annual Leave per completed month of the UN Volunteer assignment. Unused accrued Annual Leave up to a maximum of 30 days is carried over in case of a contract extension within the same UN Volunteer assignment. Unused accrued Annual Leave may not be carried over in case of reassignment or a new assignment. • Learning leave: Subject to supervisor approval and exigencies of service, UN Volunteers may request up to ten working days of Learning Leave per consecutive 12 months of the UN Volunteer assignment, starting with the Commencement of Service date, provided the Learning Leave is used within the contract period • Certified Sick Leave: UN Volunteers are entitled to up to 30 days of certified sick leave based on a 12-month cycle. This amount is reset every 12-month cycle. • Uncertified Sick Leave: UN Volunteers receive seven days of uncertified sick leave working days in a calendar year. This amount will be reset at the established interval period.
