Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through the FAO Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind.

FAO's office for Lebanon is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing countrywide food, agriculture and rural development priorities under Lebanon. It develops and maintains relations with the relevant Ministries at country level. This position is based in FAO Representation in Beirut, Lebanon. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the overall supervision of the FAO Representative in Lebanon, the direct supervision of the Assistant FAOR Programme, working closely with the Technical Coordinators in the assigned disciplines, and in collaboration with FAO staff and partners.

Technical Focus

The Programme Leader is responsible for the management of the entire CPF priority area/output “sustainable management of natural resources and the environment in the context of climate change “and “increased resilience of agri-food actors following a humanitarian, peace, development nexus”” including multidisciplinary projects. S/he provides leadership in the development, monitoring, and steering of FAO Lebanon sub-outputs within the programme portfolio. He /she ensures that expected results are achieved through line management of Technical Coordinators, providing leadership in program design and development, and ensuring programme coherence and linkages for timely and efficient programming.

Tasks and responsibilities

• Leadership in the development, implementation, and monitoring of assigned CPF outputs in compliance with FAO guidelines • Ensure that expected outputs are achieved through line management of Technical Coordinators. • Responsible for monitoring and oversight of all projects within the assigned CPF sub-outputs • Overall responsibility for resource allocation, budgeting, financial management and programme planning. • Reviews activities related to budget and funding of assigned CPF Output (programme/project preparation and submissions, progress reports, financial statements, etc.) and provides technical review of related documents/reports (work plans, programme budget, etc.) • Supports the FAOR in high-level meetings with donors for effective implementation of programme activities, and ensures adequate information flow, discussions, and feedback among the various stakeholders of the project. • Reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions • Supervise all Technical coordinators and Programme Assistant in the respective CPF output. • Perform other related duties and activities as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced degree in agriculture, business and administration, rural development, agriculture, humanitarian, natural resources, climate change, or other relevant fields • At least 15 years of working experience in managing large projects related to the above area. • Working knowledge of English and Arabic.

Selection Criteria

• Experience with a UN Agency or International NGO is desirable. • Familiarity with computers and Microsoft Suite.
