DRC Poland is looking to recruit a highly skilled, flexible, and enthusiastic professional for the position of Programme Development and Quality Assurance (PDQA) Coordinator PMR to be based in Warsaw, Poland.

The Danish Refugee Council (DRC) is a leading protection agency with a mandate to promote and protect durable solutions to conflict and displacement-affected populations based on humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs, and host populations both within Ukraine and the neighboring countries of Poland, Romania and Moldova, and wider Europe. Due to the ongoing conflict that began in February 2022, DRC opened offices in Poland, Moldova, and Romania to provide support to the displaced population in partnership with civil society organizations and national NGOs, duty bearers, and other actors. DRC continues to implement in these three countries through partnerships, technical assistance and capacity exchange, and direct implementation in some cases.

About the Job

Reporting to the Head of Programes for Poland, Moldova and Romania, the Programme Development and Quality Coordinator PMR will be responsible for supporting in the programme development aspects (coordination of processes, design of inputs for concept notes, project proposals and strategic program documents), as well as ensuring minimum DRC standards are applied accordingly in relation to programme quality assurance (overseeing the functions related to MEAL, partnerships and grants management including reporting processes). The position will play a leading role in promoting and maintaining program quality through organizing and facilitating monthly program reviews and will support the Head of Program to ensure implementing teams adhere to best practices in project cycle management as well as compliance with donor rules and regulations. The main responsibilities of the Programme Development and Quality Coordinator PMR will be as follows:

A. Programme Development [35%]

  • In close coordination with the Head of Program and with the support of the Grants Management Staff, identify strategic funding opportunities, lead “go/no-go” processes, coordinate inputs and develop original content for concept notes, project proposals and strategic program documents. This will entail mapping, researching, and tracking both institutional donors as well as foundations and non-traditional donors.

B. Programme Quality Assurance [65%]

Overall Quality Standards:

  • In collaboration with the Head of Program and the lead technical coordinators and managers, ensure all concept notes and project proposals are well written, professionally presented, have undergone technical review by relevant sector focal points, are reflective of best practices and are in line with DRC’s country strategy as well as broader regional and global strategies of the organization.
  • Ensure that country and field-level kick-off meetings are held for all new projects. This entails making clear presentations of all project components, including activities, budgets, monitoring and evaluation plans, accountability to affected communities and visibility.
  • In collaboration with the Head of Program, support Country Area Managers and Project Managers in upholding rigorous project cycle management principles through the provision of technical advice, including support with the development of project cycle management tools.
  • Ensure that country and field-level closure meetings are held for all ending projects. This entails reviewing significant achievements and challenges, preparing teams for final reporting and documenting lessons learned.
  • Contribute to the strategic direction of DRC PMR programming through active and ongoing participation in and contribution to strategic planning meetings and development of strategic documents.

​​​​​​​MEAL and IM:

  • In collaboration with each country’s key MEAL staff, lead and coordinate a structured and harmonized MEAL framework following DRC standards
  • Provide technical advice and support key MEAL staff at country level
  • Overview of harmonization of the IM/Data supporting PMR operations jointly with the IM Coordinator

​​​​​​​Partnerships:

  • Take the lead, ensure oversight and ensure adherence with DRC’s standard partner vetting processes for all formal partnerships with international and national NGOs as well as other implementing entities or stakeholders.
  • Coordinate and facilitate the establishment and monitoring of sub-grant agreements with partners.
  • Collaborate with the Head of Program and implementing and support teams to ensure partners are actively involved and supported along the whole PCM cycle, including project kick-off meetings as well as monthly project reviews.

​​​​​​​Grants Management:

  • Work closely with the grants management office to ensure thorough knowledge and compliance of donor policies and guidelines by implementing teams. This will require developing in-depth knowledge of all of DRC PMR current and future donor policies and guidelines, and cascading this knowledge to implementing teams and support departments through project kick-off meetings, regular reviews and ad hoc support.
  • Ensure adherence to DRCs PCM standards, including but not limited to, project kick-off meetings and in-depth monthly reviews for all new and ongoing projects. This entails supporting implementing teams to develop thorough knowledge of project documents and ongoing and accurate tracking of projects for both internal and donor reporting requirements.
  • Ensure the regular update and oversee, with the support of the grants management officer, the setup and management of grant-related information and documentation in Dynamics, DRC’s enterprise resource planning system, which includes a grants management module.

Reporting:

  • Lead both internal and donor reporting processes through proactive planning, coordination of inputs from field and support teams, compiling inputs and providing quality review to ensure the timely, accurate, and professional development of reports. This requires ongoing planning, frequent communication and follow up with field and support teams and the ability to produce highly analytical and well written documents.
  • Oversee reporting requirements and ensure timely inputs are provided for external platforms and initiatives such as Activity Info and UNHCR’s regional Refugee Response Plan.
  • Coordinate with field-level or project-specific MEAL teams to regularly collect, compile and analyze data pertaining to project and program achievement.

About You

To be successful in this role we expect you to have a minimum of 4 to 6 years of proven work experience within the field of humanitarian response or development, with direct hands-on experience working for an international NGO with PDQA responsibilities.Moreover, we also expect the following:

  • Master's degree in humanitarian/development studies, human rights/protection, political science or other relevant field (protection, SMS/CCCM, risk education, economic recovery and/or social cohesion). A PhD / Social Research / Impact Assessment Studies will be considered an asset.
  • Knowledge and experience working protection, SMS/CCCM, risk education, economic recovery and/or social cohesion programming
  • Extensive knowledge of US and European institutional donors and their compliance requirements with proven experience of developing successful funding proposals and overseeing large complex grants.
  • Excellent understanding of the principles of budgeting, financial and contract management.
  • Excellent analytical and writing skills.
  • Strong, demonstrated knowledge of Microsoft Excel 365, PowerBI, Data Analysis software packages.
  • Knowledge of information management and Microsoft SharePoint an added advantage.
  • Full professional proficiency in English is mandatory.
  • Professional proficiency in Polish, or Ukrainian or Russian will be considered an asset.

We Offer

Contract type: National Contract

Contract length: December 31st, 2023, with the possibility of extension depending on the availability of funding.

Band: G1, Non-Management

Base Salary Range: PLN 20,300 - PLN 23,530 gross per month, based on experience.

Duty base: Warsaw, with travel.

Start date: May 1st 2023
