Contract

The Regional Office for Africa of the UN Development Coordination Office (DCO), located in Addis Ababa, was established on 23 July 2019 to operationalize the UN General Assembly resolution 72/279.
DCO Africa supports 53 UN Resident Coordinators (RCs) and UN Country Teams (UNCTs) in Africa to reposition the UN Development System to effectively support the Member States to deliver on national objectives and priorities in relation to the 2030 Agenda for Sustainable Development and Sustainable Development Goals (SDGs), and the African Union vision – Agenda 2063.
Data analysis and reporting are a core component of DCO Africa’s support to Resident Coordinator Offices (RCOs) and UNCTs. Reporting helps monitor country progress on the SDGs and identify contexts where policy or technical advice is needed to keep countries on track. Reporting is also helpful in ensuring that strategic interventions under the new generation Sustainable Development Cooperation Frameworks and COVID-19 socioeconomic recovery plans are tracked and analyzed in a timely fashion. Information is stored in the UNINFO knowledge management platform, and it regularly feeds into national, regional, and global reports on the SDGs.
The IUNV Programme Data Monitoring and Reporting Analyst will be the main focal point at DCO Africa for support on data analysis and reporting. S/he will work closely with RCOs across the continent to provide advice, coordination, and/or operational support, ensuring RCOs are able to report on SDG data in a timely and coordinated fashion. S/he will systematically collect, analyse and present data to inform decision-making processes. The UNV will also help develop continent-wide knowledge management systems that bring together data officers and practitioners, and help identify success stories and challenges to be addressed
Within the delegated authority and under the supervision of the Senior Regional Coordination Officer or his/her designated mandated representative(s), the UN Volunteer Programme Data Monitoring and Reporting Analyst will:
- Develop and implement databases, data collection and visualization systems, data analytics and other strategies that optimize efficiency and quality of DCO Africa data products
- Identify, analyse, and interpret trends or patterns, using statistical methods to identify relevant features and variables
- Develop and implement various analysis, reporting and quality control capabilities; identify appropriate data sources for analytics projects; locate and define new data analysis process improvement opportunities.
- Deploy innovative methods for SDG data collection, management and representation, including through the design of analytics on datasets in a visually compelling manner
- Provide advice to decision-makers on the uses of data and how it can contribute to driving efficiency in development programming
- Provide substantive support for the development and implementation of RCO and UNCT data and research strategies in Africa;
- Identify appropriate knowledge and data sources and analyze and interpret trends/ patterns for the preparation of analytics and knowledge products to support DCO ROA’s coordination and advocacy functions;
- Initiate, collaborate and support relevant DCO ROA and RCO staff to produce data-driven products such as policy briefs, analytical reports and briefing notes;
- Liaise with data management officers in African RCOs to track progress in reporting and analysis of SDG and other relevant data, including on COVID19 recovery and on UNCT configuration;
- Maintain up-to-date knowledge on the latest developments of the use of new types of data sources and tools for sustainable development;
- Provide substantive and analytical support to DCO on SDG reporting, including the drafting of reports, as well as analytical and position papers;
- Undertake research on data management methodologies that can support coherent reporting at the regional level, including on UNINFO;
- Provide, as required, operational support and quality assurance review for reporting on strategic development document, including for the monitoring of Cooperation Frameworks;
- Facilitate the sharing of best practices and lessons learned among UNCTs in Africa and the subregions, and support cross-regional knowledge sharing as required;

Addis Ababa is the capital of the Federal Democratic Republic of Ethiopia. The population is estimated at about 4 million or so. Addis Ababa is located in the Ethiopian highlands at an altitude of 2,500-2,700 meters. The climate is sunny and temperate, but it can be very cold at night, with freezing temperatures at times. It is therefore advisable to bring warm clothing and foresee using heaters and/or log fires when necessary. Addis Ababa is the headquarters for the UN Economic Commission for Africa as well as the African Union. Thus, there is a very large community of expatriates from all over the world. There are some 80 embassies/diplomatic missions. Housing is most of the time readily available, and the rents are, on average, reasonable. Most foodstuffs, beverages, household goods, furniture, and clothing, mostly imported from the Middle/Far East, South Africa, and Europe, or local brands, can be found, although they can be expensive. Meat, fish, fresh fruits, and vegetables are cheap and abundantly available.
The basic infrastructures - roads, utilities, and telecommunications - are below standard, as are medical facilities, which are still largely inadequate, although a few private clinics and hospitals provide reasonably good routine care. Several restaurants around the city serve local or international cuisine, and there are numerous social and sports facilities (fitness, tennis, swimming, riding, golf, etc.) in the major hotels or in different establishments around the city. There are no major or special security concerns within Addis Ababa city limits
