Org. Setting and Reporting

The position is located in the UNODC Programme Office in Côte d’Ivoire (POCIV), Regional Office for West and Central Africa (ROSEN), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The incumbent will work under the direct supervision of the Senior Programme Officer (Law Enforcement and Head of the Programme Office in Côte d’Ivoire (COCIV), and the overall technical guidance of the Law Enforcement Expert (DCCP, and Deputy Head of the Passenger and Cargo Border Team (AIRCOP/CCP), Border Management Branch (BMB), Division for Operations (DO).

Responsibilities

The Programme Coordinator (PCBT, West and Central Africa) will serve as focal point for PCBT in her/his geographic area within the PCBT team as well as vis-à-vis other UNODC HQ and Field Offices and as external actors. The incumbent will be in charge of all substantive and technical aspects of PCBT implementation in the countries of the region specifically “Establishment of real-time operational communication between international airports” (AIRCOP) and the “Container Control Programme” (CCP) and will be responsible for the following specific duties:

• Plan, coordinate and supports the implementation of activities of PCBT in West and Central Africa. • Guide and coordinate the PCBT regional team. • Review existing airports and seaports law enforcement capacity in Member States, assess the training and equipment needs of government institutions and recommend actions to meet needs. • Liaise with the national authorities regarding the establishment and functioning of control units at the airports and ports covered by the PCBT in West and Central Africa. • Draft Letters of Agreements and inter-agency Memoranda of Understanding in line with UNODC processes. • Contribute to planning, designing and managing of appropriate responses, including capacity-building efforts, to address trafficking by air in relevant countries. • Monitor the implementation of all activities in the region (in particular training, mentoring, exchange visits, and other capacity-building activities) and ensure the timely delivery of all products foreseen in the programme. • Coordinate the implementation of relevant activities with PCBT regional Coordinators in other regions and relevant Sections at Vienna headquarters in Vienna required to ensure good cross-feeding, in particular when liaising with national authorities. • Contribute to the preparation of programme or project documents and reports, such as work plans, budget segments, programme/project progress, performance and/or implementation delivery reports for all PCBT countries in West and Central Africa. • Liaise with Interpol, the World Customs Organization (WCO), and other relevant regional law enforcement and security forums within her/his geographic area to ensure the smooth implementation of the programme, especially with regards to their technical input, the organization of assessment mission, training, mentoring, the procurement of equipment and joint operations. • Continuously monitor developments related to illicit trafficking of all types of commodities and terrorism in West and Central Africa. • Maintain regular contacts, foster cooperation and work in close coordination with national and international law enforcement authorities, agencies and institutions, and other relevant operational counterparts to facilitate the delivery of activities within the framework of PCBT and avoid duplication and overlapping. • Facilitate regional and international cooperation and information exchange in operational and investigative matters with regard to illicit trafficking of all types of commodities and terrorism. • Promote the expansion of the programme to new countries and/or airports and ports in the region through fundraising and outreach activities, including innovative proposals with other UNODC programmes and other UN agencies and in particular on matters related to points of entry/exit including land borders. • Prepare any substantive documents required by the implementation of the programme;. • Contribute to preparations of all correspondence linked to the project in West and Central Africa and follow up on them. • Contribute to a variety of written outputs, working papers, reports, background papers, analyses, presentations, proposals and documents, briefings, training materials, manuals, guides, toolkits, etc. developed within the programme notably for Steering Committees and global meetings. • When required, represent UNODC at relevant regional or international events in matters related to PCBT to monitor, analyze and advise on substantive issues related to PCBT. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as required.

Advanced university degree (Master’s degree or equivalent) in international relations, law, business administration, management or a related field is required.

A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of five years of relevant work experience in national and/or international institutions in the fields of law enforcement, investigation, police, counter-terrorism, drug and/or crime prevention and control is required.

Experience in project/programme planning and management in relevant field at the national or international level is required.

Work experience in or with a counter-trafficking unit at an international airport/ports is required.

Work experience supporting the management of a law enforcement cooperation network is desirable.

Work experience with UN mandates, programme policies, guidelines and procedures, is desirable.

Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English and French is required. Knowledge of Portuguese is an advantage. Knowledge of another United Nations official language is an advantage.
