Org. Setting and Reporting This position is located in the UNODC Country Office in Pakistan (COPAK) with duty station in Islamabad, Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC). The Programme Coordinator (Criminal Justice System and Legal Reforms) will work under the direct supervision and policy guidance of the UNODC Country Representative in Pakistan. S/he will work in consultation with relevant UNODC Branches at headquarters Vienna, Crime Prevention and Criminal Justice Officers in other UNODC Field Offices or Programmes, and other relevant stakeholders.

Responsibilities The incumbent will be responsible for advising the Country Representative on strategic and operational direction and developments in criminal justice related matters in Pakistan and will be responsible for the management of programme implementation. Within delegated authority the Programme Coordinator (Criminal Justice and Legal Reforms) will undertake the following specific tasks:

  • Plan, coordinate and lead the activities and the implementation of the Criminal Justice System and Legal Reforms Programme of COPAK’s Country Programme in the substantive areas of policing, prosecutions, prison, parole, probation, judiciary, anti-money laundering and anti-corruption in line with the UNODC strategy and in partnership with the national and international stakeholders.
  • Ensure ongoing monitoring of Pakistan’s needs in criminal justice, rule of law and anti-corruption issues. Provide advisory services to and engage with government stakeholders to coordinate the delivery of UNODC outputs in partnership. Ensure regular policy consultation.
  • Strengthen accountability, ability, and effectiveness of Law Enforcement Agencies (LEAs), criminal justice, legal, and financial institutions to improve prosecution and adjudication processes, prison management and transformation, accountability against corruption, as well as international cooperation in implementing anti-money laundering strategies and frameworks.
  • Provide technical inputs and advice and support where applicable to sub-programme 2 of the Regional Programme for Afghanistan and Neighbouring Countries in the areas of: rule of law; international/ regional cooperation in legal matters; anti-money laundering and asset recovery among other areas.
  • Develop, implement and backstop programme and project activities.
  • Coordinate ongoing and planned national interventions related to the programme. Provide technical advice and inputs to relevant stakeholders on UNODC initiatives in the country. Prepare project ideas or project proposals for programme activities.
  • Implement Rule of Law project in Pakistan under the framework of criminal justice sub- programme.
  • Advise and support the UNODC Country Representative in sourcing the expertise required for delivery of programme/project activities.
  • Supervise the collection and analysis of information on criminal justice, anti-money laundering and anti-corruption issues in Pakistan.
  • Supervise the team of programme officers, consultants, contractors and other associated staff. Develop work-plans required to deliver outputs and manage delegation of responsibilities within the team.
  • Provide substantive and financial monitoring and reporting on programme/project implementation, report on progress and challenges. Prepare programme and budget reports and documents. Ensure that responsible financial management and project implementation comply with UNODC rules, regulations and standards.
  • Engage with donor stakeholders to ensure that activities are coordinated with their plans and to take responsibility for donor reporting as requested by the UNODC Country Representative.
  • Participate in the assessment and quality of initiatives of criminal justice, rule of law and anti-corruption (including anti-money laundering) initiatives in Pakistan and provide government counterparts with advice on improvements.
  • Assess and review national legislative and regulatory regimes, training facilities, curricula and procedures in criminal justice, anti-money laundering and anti-corruption related institutions.
  • Advise the UNODC Country Representative on the government’s relevant needs to identify opportunities for UNODC’s technical assistance, including in relation to resource mobilization.
  • Prepare background papers and policy for and on behalf of the UNODC Country Representative and assess the practicality of draft policies presented by others.
  • Lead complex field/regional missions including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc..
  • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting.
  • Perform other work-related duties as may be required.

    Education Advanced university degree (Master’s degree or equivalent), in law, criminology, business administration, public administration, political or social sciences, economics, international relations or similar fields is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

    Work Experience A minimum of seven years of progressively responsible professional experience at the international level in the areas of crime prevention, criminal justice, prosecution, penal reform, anti-money laundering, anti-corruption, law enforcement and / or related areas is required.

    Work experience in project/programme planning and management in a relevant field at the national or international level is required.

    Experience in data analytics or related area is desirable.

    Work experience within the United Nations system and/or similar international organizations, in particular in areas of programme policies, guidelines and procedures is desirable.

    Work experience with counterparts in the field or work experience implementing projects in developing countries is desirable.

    Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another United Nations official language is an advantage.
