Org. Setting and Reporting The position is located in the UNODC Programme Office in Tunisia (POTUN), Regional Office for the Middle East and North Africa (ROMENA) of the United Nations Office on Drugs and Crime (UNODC) in Tunis, Tunisia. The Programme Coordinator (Criminal Intelligence/Analysis) will work under the overall guidance and supervision of the UNODC Representative for the Middle East and North Africa and the direct supervision of the ROMENA Programme Coordinator responsible for the overall programmatic work in the region. The incumbent will receive additional technical guidance from the Programme Coordinator (Law Enforcement/Border Control) at ROMENA.

Responsibilities Within delegated authority, the incumbent will be (i) responsible for providing advice, guidance and implementation of the sub-programme I on “combatting organized crime” under the UNODC Regional Programme for the Arab States (2016-2022), (ii) hold the overall management responsibility for the implementation of the regional project “Strengthening Criminal Intelligence Analysis capacities in MENA Region” and (iii) hold the overall management responsibility for the implementation of the regional programme as well as other initiatives entrusted under global or other programmes related to organized crime, law enforcement and /or border control including the relevant components of the European Union Emergency Trust Fund (EUTF) funded regional project “Dismantling the criminal networks operating in North Africa and involved in migrant smuggling and human trafficking” and (iv) work with Governments, the United Nations Country Teams, civil society organizations and other partners and stakeholders on the enhancement of response to organized crime in the region in the context of the Sustainable Development Agenda, in particular the Sustainable Development Goal 16. The incumbent will perform the following specific duties: - Plan, manage and coordinate the implementation of the regional project “Strengthening Criminal Intelligence Analysis capacities in the MENA Region”. - Promote the strengthening and capacity-building of national and regional law enforcement bodies in line with the provisions of the United Nations Convention against Transnational Organized Crime. - Support the strengthening and capacity-building of law enforcement and intelligence agencies in criminal intelligence analysis including the development of their mandates, structures and operations. Coordinate the provision of advisory services and technical expertise to specialized agencies and units on preventing, investigating and prosecuting complex crimes. - Coordinate with UN partners in the UN Country Teams on the Common Country Assessment and United Nations Sustainable Development Cooperation Framework discussions, identify and develop, in particular with International Financial Institutions (IFIs), United Nations Development Programme (UNDP) and other partners, policy documents, knowledge products, programmes, grant proposals and other activities on issues related to the fight against Transnational Organised Crime. - Organize and participate as a resource person in advocacy meetings, roundtables, training workshops and other meetings related to Transnational Organized Crime. - Prepare, analyze and evaluate technical reports and other relevant materials related to criminal intelligence analysis and Transnational Organized Crime. - Contribute to ROMENA’s fundraising and advocacy work, i.e. preparation of concept notes, project ideas, newsletters, other advocacy materials. - Support and actively contribute to activities of Project Steering Committees and other relevant country, regional or project working groups addressing matters related Transnational Organized Crime. - Coordinate and monitor the financial management of the assigned project and establish measurable project performance indicators, monitor attainment of project outcomes and report on project progress. Prepare and lead the preparation of project revisions, including those addressing budgetary matters, ensure the maintenance of financial records in respect of project expenditures, including the timely and accurate submission of financial reports, the oversight of allocation and utilization of project funds. Prepare and review other technical and management reports and other documents, such as reports to Headquarters, government, and donors. - Coordinate the recruitment, supervision and development of project personnel and manage the project team in line with UN policies. - Supervise, guide and mentor staff in programme implementation, monitoring and assessment; identify priorities, problems and issues to be addressed and propose corrective actions; identify and initiate follow-up actions to ensure effective project implementation. - Perform any other work-related functions as required.

Education An advanced university degree (Master’s degree or equivalent) in law, international relations, political and social sciences, security studies or a related discipline is required. A first-level university degree in similar fields in combination with two additional years of qualifying professional experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible professional experience working at national and international levels in criminal intelligence analysis and capacity-building is required.

Work experience in designing, managing and implementing technical cooperation programmes and projects including fundraising is required.

Work experience in building successful partnerships and networking with a wide range of external partners, donors and organizations is required.

Work experience in leading and managing teams and staff is desirable.

Work experience in Arab countries and/or Africa is desirable.

Work experience within the United Nations system or a similar international/large organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in both English and French is required. Knowledge of Arabic is desirable. Knowledge of another United Nations official language is an advantage.

Assessment Evaluation of qualified candidates may include an assessment exercise and a competency-based interview.
