Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality for women as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Based on UN legislative mandates and the UN Women Strategic Plan, the Regional Office for Asia and the Pacific (ROAP) is tasked with providing strategic programme development, policy/ technical advisory services and quality assurance support to Multi-Country Offices (MCOs) and Country Offices (COs). It undertakes or coordinates regional research and data analysis; advises on norms, policies and strategies for achieving the internationally and regionally agreed goals related to gender equality and women’s empowerment issues. It acts as a knowledge hub at the regional level, collecting evidence on progress and emerging issues and sharing knowledge on innovative approaches and lessons learned in implementation.

Over two years into the COVID-19 pandemic, third and fourth waves continue to unfurl across fragile economic and social landscapes, with the most devasting consequences for individuals and groups with pre-existing vulnerabilities. The Asia-Pacific region is still battling with catastrophic COVID-19 outbreaks. As lockdowns and restrictions persist, inequalities that underscore the pervasive impacts of the pandemic threaten to further exacerbate conditions for those most vulnerable and marginalized. Disproportionate increases in inequalities for women across health, protection, education and livelihoods have resulted from the pandemic. Emerging evidence over the past year confirmed that the pandemic had a regressive effect on gender equality. In addition, Asia and the Pacific is the most disaster-prone region in the world, with 75 per cent of disaster-affected populations living in the region. As countries cope with impacts of the COVID-19 pandemic, they also grapple with the reality of exposure to multiple, severe natural hazards, and potential of a double disaster. Against this backdrop, the COVID-19 crisis presents an opportunity for restructuring and creating a “new normal” in which no one is left behind.

The “Gender-Responsive COVID-19 Prevention and Response” programme aims to respond to the most urgent needs of highly vulnerable women and girls, particularly migrant workers, ethnic minorities, people working in the informal sector and those living in disaster-prone areas, who are disproportionately affected by the severe resurgence of COVID-19 pandemic after April 2021 in Mekong countries.

UN Women is working to ensure that women and girls, especially those most marginalized, are at the centre of COVID-19 prevention and response. The Programme Coordinator will work on a regional project with country-level implementation in four Mekong countries, including Cambodia, Lao People’s Democratic Republic (PDR), Thailand and Viet Nam. The project aims to increase women’s access to life-saving information and resources to prevent the spread of COVID-19 in at-risk and disaster-prone communities, increase their access to COVID-19 and gender-based violence (GBV) protection and prevention services, as well as leverage national and regional platforms to advance research and tools to inform inclusive and gender-responsive national and regional measures to reduce negative socio-economic impacts of the pandemic.

Reporting directly to the Regional Advisor for Humanitarian Action and Disaster Risk Reduction, the Programme Coordinator is responsible for coordinating the programme “Gender-Responsive COVID-19 Prevention and Response,” implemented in four countries, which includes coordinating relationships with regional and national partners and stakeholders, and the monitoring and reporting, and the finances and personnel of the portfolio.

Duties and Responsibilities

Coordinate the COVID-19 and Humanitarian Action Programme/Portfolios:

  • Coordinate the overall Programme/Portfolio workplan development and implementation according to the programme document
  • Liaise with regional and national counterparts, donors, UN Women and partners to ensure that the Programme results are achieved and resources are managed
  • Prepare and present workplans, periodic narrative progress reports and expenditures status reports to the donor and UN Women
  • Establish systems for project planning, implementation and monitoring, in collaboration with partners
  • Ensure documentation of the programme implementation process and products produced are in accordance with UN Women guidelines
  • Record and maintain documents on relevant Programme activities, issues and risks

Guide coordination with national partners and other stakeholders:

  • Coordinate relationships with national partners to support implementation and of the programme, raise potential problems and provide solutions
  • Provide guidance to partners on establishment of performance indicators, and monitoring achievement of results
  • Identify capacity building needs and support partners through technical assistance, mentoring, training, cross-partner learning, and capacity development initiatives

Coordinate monitoring and reporting on “Gender-Responsive COVID-19 Prevention and Response” programme:

  • Gather and compile all information necessary for monitoring and reporting on programmes and projects from the planning to the evaluation stages
  • Monitor the implementation of activities and the expenditure of funds by partners; conduct regular monitoring missions remotely or in-person
  • Write annual and quarterly reports; review and coordinate the submission of implementing partner financial and narrative reports
  • Provide inputs from programme activities and results to Regional Office reporting and coordinate with country level personnel to do the same

Manage financial resources and supervise staff:

  • Supervise and manage a team of professional and administrative staff, review performance and mentor/coach staff
  • Coordinate development and preparation of financial resources of the Programme including budgeting and budget revisions, and expenditure tracking and reporting
  • Oversee and monitor the allocation and disbursement of funds to participating partners, along with the purchasing processes for goods and/or services

Build partnerships and support in developing resource mobilization strategies:

  • Provide technical support to the development of partnerships and resource mobilization strategies
  • Identify potential programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships

Advocate and facilitate knowledge building and management and communication:

  • Ensure documentation of the programme implementation process and products produced are in accordance with UN Women guidelines
  • Contribute to the exchange of information and knowledge products internally and externally of the programme
  • Organize major advocacy campaigns, events, trainings, workshops and knowledge products

Required Skills and Experience

Education:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage

Experience:

  • At least 5 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national or regional partners, on gender equality and the empowerment of women
  • Experience in coordinating, monitoring and evaluating development programmes and projects
  • Previous experience working in the UN system is an asset

Languages:

  • Fluency in English is required
  • Knowledge of the other UN official working language is an asset
  • Knowledge of languages spoken in the programme countries is an asset
