Org. Setting and Reporting The position is located in the Regional Office for the Middle East and North Africa (ROMENA) of the United Nations Office on Drugs and Crime (UNODC) in Cairo, Egypt. The incumbent will work under the overall supervision of the UNODC Regional Representative for ROMENA and will report directly to the ROMENA Programme Coordinator responsible for the overall programmatic work in the region. The incumbent will receive additional technical guidance from the Corruption and Economic Crime Branch (CEB), Division for Treaty Affairs (DTA) as well as from the Global Programme against Money-Laundering at UNODC headquarters in Vienna.

Responsibilities Within assigned authority, the incumbent will be (i) responsible for providing advice, guidance and implementation of the sub-programme “Sub-Programme III: Combating Corruption and Financial Crime” under the UNODC Regional Programme for the Arab States, (ii) hold the overall management responsibility for the implementation of the regional project “Action Against Corruption in the MENA Region” as well as other initiatives entrusted under global or other programmes related to countering corruption and money-laundering, (iii) work with Governments, the United Nations Country Teams, civil society organizations and other partners and stakeholders on the enhancement of the response in the region in the context of the Sustainable Development Agenda I, in particular the Sustainable Development Goal 5 and 16.

The incumbent will perform the following specific duties: - Plan, manage and coordinate the implementation of the “Sub-Programme III: Combating Corruption and Financial Crime” under the UNODC Regional Programme for the Arab States, and hold the overall management responsibility for the implementation of the regional project “Action Against Corruption in the MENA Region” - Provide ongoing technical guidance, policy advice and assistance to national and regional stakeholders in the MENA region in enhancing substantive and technical knowledge of key stakeholders involved in the area of countering and preventing corruption and money-laundering. - Promote the strengthening and capacity-building of national and regional anti-corruption and anti-money-laundering bodies in line with the provisions of the United Nations Convention against Corruption. - Coordinate with UN partners in the UN Country Teams on the Common Country Assessment and United Nations Sustainable Development Cooperation Framework discussions, identify and develop, in particular with International Financial Institutions (IFIs), United Nations Development Programme (UNDP) and other partners, policy documents, knowledge products, programmes, grant proposals and other activities on issues related to the prevention and countering of corruption, money-laundering and illicit financial flows in general. - Organize and participate as a resource person in advocacy meetings, roundtables, training workshops and other meetings related to corruption, money-laundering and illicit financial flows. - Prepare, analyze, and evaluate technical reports and other relevant materials on corruption, money-laundering and illicit financial flows and facilitate dissemination of good practices. - Contribute to ROMENA’s fundraising and advocacy work, i.e. preparation of concept notes, project ideas, newsletters, other advocacy materials. - Establish, coordinate and support activities of Project Steering Committees and other country or project working groups addressing corruption, money-laundering and illicit financial flows. - Coordinate and monitor the financial management of the assigned project and establish measurable project performance indicators, monitor attainment of project outcomes and report on project progress. Prepare and lead the preparation of project revisions, including those addressing budgetary matters, ensure the maintenance of financial records in respect of project expenditures, including the timely and accurate submission of financial reports, the oversight of allocation and utilization of project funds. Prepare and review other technical and management reports and other documents, such as reports to Headquarters, government, and donors. - Coordinate the recruitment, supervision and development of project personnel and manage the project team in line with UN policies. - Supervise, guide and mentor staff in programme implementation, monitoring and assessment; identify priorities, problems and issues to be addressed and propose corrective actions; identify and initiate follow-up actions to ensure effective project implementation. - Perform any other work-related duties as required.

Education An advanced university degree (Master’s degree or equivalent) in public policy, public administration, law, criminology, economics, political and social sciences or related fields is required. A first-level university degree in similar fields in combination with two additional years of qualifying professional experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible professional experience working at national and international levels on preventing and countering corruption, money-laundering and illicit financial flows is required.

Experience in designing and managing technical cooperation programmes and implementing projects is required.

Experience in building successful partnerships and networking with a wide range of external partners, donors and organizations is required.

Experience in fundraising is required.

Experience in leading and managing teams and staff is desirable.

Working experience in Arab countries and/or Africa is desirable.

Working experience with the United Nations system or a similar international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Arabic is required. Knowledge of French is desirable. Knowledge of another United Nations official language is an advantage.
