Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security. UN Women is mandated by the UN Security Council to lead on UN system-wide coordination on Women, Peace, and Security, and to this end, UN Women has been working with governments, UN partners, and civil society through the region to support women’s participation and influence at all levels of decision-making to prevent and resolve conflict and to address issues of extremism. Women across divides play a crucial role in mobilizing actors for inclusive peacebuilding through collective action and mediation at the formal and informal levels. Supporting them in mobilizing support and enhancing their voices can contribute to resuming and continuing peace dialogue in a more inclusive way.

UN Women Libya has strengthened its presence in Libya, responding to the complex governance, humanitarian, development, and security challenges through its triple mandate. UN Women’s Libya’s premise is that peacebuilding efforts, including political dialogues, conflict resolution, and humanitarian efforts will be more effective and have higher chances of success if they are inclusive, responding to gendered experiences, needs, capacities, and interests the Libyan women across their diversities. Alongside supporting Women’s participation in peace processes on all levels, the programme is also working to strengthen women’s political participation, gender-responsive economic recovery, and coordinating gender mainstreaming within the UN in Libya. The program also looks at the integration of women’s needs into the current humanitarian response and aims to ensure their full participation in humanitarian consultations and processes, UN Women in partnership with OCHA carried out a Gender in Humanitarian Action Training to strengthen gender perspectives in the current response. UN Women Libya – in partnership with co-chairs UNSMIL and UNFPA, chairs the Gender Working Group allowing for increased coordination and the development of new partnerships. UN Women Libya works closely with the UN Country Team, as well as civil society (including through capacity-building support to grassroots CSOs), higher education institutions, and government counterparts. The program is aligned with the UN Strategic Framework for Libya 2019 - 2020, UN Women Global Strategic Plan (2018-2022) as well as the international conventions on women and human rights such as the Convention on Ending all forms of Discrimination Against Women and the Beijing Platform for Action.

The objective of the Assignment:

Under the general supervision of the Head of Office and directly under the Programme Specialist, the Programme and Coordination Analyst will manage the Women Economic Empowerment (WEE) and Gender in Humanitarian Action (GIHA) programmes by providing substantive inputs to programme design, formulation, implementation, and evaluation, particularly relating to Women’s Economic Empowerment and Gender in Humanitarian Action. The Programme and Coordination Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary. The Programme and Coordination Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors, and civil society ensuring successful UN Women programme implementation under portfolio. The Programme Analyst will also ensure that humanitarian response planning and programming in Libya is capitated, gender-responsive, and influenced by the priorities of women and girls. The Programme and Coordination Analyst will also be responsible for coordinating efforts and joint communication with local and international partners and the UN country team in Libya.

Duties and Responsibilities

Manage and provide technical support to the Women’s Economic Empowerment and Gender in Humanitarian Action programmes

  • Manage the implementation of programme activities including budgets, partner advances, monitoring budgets on Atlas;
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Prepare, review and coordinate the submission of implementing partner financial and narrative reports;
  • Train partners on Results-Based Management.

Provide technical assistance and capacity development support to programme partners

  • Provide technical support to and technically oversee the implementation of programme activities with partners;
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and training to partners as needed.

Ensure monitoring and reporting of the programme

  • Monitor progress on programme activity, results, and indicators;
  • Monitor the implementation of proposals by responsible partners;
  • Provide inputs to quarterly reports, donor reports, and other reports on outputs results outputs and outcomes;
  • Contribute to the effective preparation of annual work plans and related sub-plans.

Organize UN Women Libya’s participation and input related to inter-agency coordination to achieve coherence and alignment of UN Women programmes with other partners

  • Provide technical support to the programme team on inter-agency coordination related activities by providing inputs to background reports, briefs, planning, monitoring, and reporting documents;
  • Monitor and provide timely input to the different UNCT and HCT as well as other relevant coordination structures in Libya;
  • Participate in coordination meetings as requested by supervisor.

Provide inputs to advocacy, knowledge building, and communication efforts

  • Provide technical inputs to background documents, briefs and presentations;
  • Coordinate and support the organization of advocacy activities and campaigns events, training, workshops, and knowledge products;
  • Provide inputs to the development of knowledge management products.

Functional Competencies

Required Skills and Experience

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience will be accepted in lieu of the advanced university degree.

Experience:

  • At least 4 years of progressively responsible work experience in development and humanitarian settings, gender, women’s empowerment, trafficking in persons and smuggling of migrants, migration, development programme/project implementation
  • Experience in UN coordination, monitoring, and evaluation, donor reporting is required;
  • Experience coordinating and liaising with civil society;
  • Cultural sensitivity and experience working with culturally diverse groups;
  • Familiarity with gender equality and women’s rights issues in the development and humanitarian contexts;
  • Past experience with UN Women or the UN system would be an asset;
  • Experience working in or in Libya is an asset.

Language Requirements:

  • Fluency in spoken and written Arabic and English is required

Evaluation Criteria:

  • Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Criteria 1: Education (10 points);
  • Criteria 2: Demonstrated professional experience in coordination, monitoring, and evaluation, programme management, programme formulation (35 points);
  • Criteria 3: Fluency of spoken and written English and Arabic (25 points).

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • The contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
