ORGANIZATIONAL CONTEXT

Despite the economic growth of the last decade, the level of food insecurity has been stagnant over the past five years in Armenia. Although the situation is improving for a large share of the population, those worst off are being left behind, demonstrating significant disparities and uneven territorial development in Armenia. In response to these challenges, WFP Armenia Country Strategic Plan (CSP) 2019 – 2024, building on past and current experience gathered in the implementation on its flagship activity since 2010 namely, the school feeding programme, foresees significant strategic investment in the establishment of a comprehensive and strategic response to food insecurity, malnutrition and poverty. The four main pillars of WFP’s CSP 2019 – 2024 will be the continuation of its school feeding programme with a clear handover strategy for a full ownership of the programme by the Government of Armenia by 2023; the establishment of effective and sustainable, nutrition sensitive food value chains; support the Government in tackling malnutrition; and in providing emergency food assistance related to COVID-19 and to populations affected by the NK conflict. Capacity strengthening will be a cross-cutting effort at all level and will be key to ensure sustainability of the programmes and activities. Data and evidence-based decision making, policy design and programme implementation will be at the foundation of WFP’s work. Given the above, and taking into consideration the upcoming scaled-up activities, the Country Office (CO) has identified the need for hiring a Programme Associate for Operational Information Management and reporting, who will support the different functional units from Partnerships & Communication, management and Programme teams. The Programme Associate will play an integral role collecting information related to WFP’s programme, coordination, partnership and communication activities and presenting them for internal and external purposes.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Provide technical support and assist in the development of systems and tools that support effective Operational Information Management (OIM), performance reporting and inter-units information management in line with WFP policies and practices; 2. Collect, data and prepare reports using information obtained from internal and external sources; 3. Support collation, reporting and communication of information related to the programme implementation for internal and external stakeholders; 4. Support information management for management reporting; 5. Produce high-quality maps and infographics, as requested; 6. Support and foster advocacy activities related to WFP Armenia by preparing briefs, factsheets, Info graphs, presentations, and reports for internal country office and WFP purposes, and for external audiences. 7. Establish information management system for the country office including identifying and producing relevant dash boards for management and units; 8. On behalf of WFP, take part in the UN coordination groups related to Information Management; 9. Locate and process Geographic Information Systems (GIS) datasets and contacts from various agencies and partners; 10. Use a range of GIS tools to manage data collected by partners, WFP Programme and other functional units to create a common operational picture, contributing to programme-related strategic decision making; 11. Perform other related duties if required.

STANDARD MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in Social Sciences, Economics, International development, Statistics, Information Technology, Business Management or other relevant field.

Experience: At least four years of experience in information management, data analysis, Geographic Information Systems (GIS), quantitative/qualitative analyses, visualization and design with an emphasis on web and mobile technologies.

Knowledge & Skills: Strong analytical coupled with qualitative skills; Ability to analyse and interpret information and draw out key messages; Ability to easily grasp and put into action new ideas, concepts and approaches; Strong computer and statistical analysis skills; Ability to work under pressure and meet tight deadlines; Capacity to perform statistical and econometric analyses using statistical, information management and data visualisation software packages and systems (such as Arc GIS, SPSS, STATA, TABLEAU).

Languages: Fluency (level C) in English and Armenian languages; working knowledge (level B) of Russian language is desired.
