Job Organizational context:

An estimated 29% of the population in Lesotho comprises youth and adolescents aged 10 to 24. Unfortunately, this demographic group is disproportionally affected by poverty, unemployment, and lack of opportunities. Moreover, despite representing a big part of the population, their views, opinions, and perceptions are rarely considered in national, district and community level planning, budgeting, and service delivery processes. Young people with disabilities face double disadvantages and have limited access to essential services while their voices are not heard.

It is against this background that the United Nations Children’s Fund (UNICEF) and International Organization for Migration (IOM), with financial support from the European Union, came together and designed a five-year program of action to empower youth-focused civil society organizations, branded the Youth Power Hub. The project is aimed at contributing to an inclusive, participatory, empowered, and independent civil society that can create a democratic space in Lesotho for youth, including people with disabilities and adolescent girls and young women (AGYW). In the first year, a Youth Power Hub will be established, giving Civil Society Organizations (CSOs) working or planning to work on youth empowerment, disability inclusion, and gender equality the opportunity to register themselves and benefit from the opportunities provided by the Hub. To support these organisations, a funding mechanism will be established that offers a variety of custom-made support options tailored to the size and capacity of each CSO.

How can you make a difference?

Purpose for the job:

Under the supervision and guidance of the Chief of Social Policy, the Programme Associate supports the Social Policy Section by carrying out a range of programme support functions to help implement the Youth Power Hub. The Programme Associate will work with various state and non-state actors including the Ministry of Gender, Youth, Sports, Culture and Social Development (MoGYSCSD), Ministry of Education and Training (MoET), National Consultative Committee on Migration (NCCM), Diaspora Directorate, Basotho Diaspora Association (BDA), CSOs, the private sector such as telecommunication companies, and various formations of young people.

The Programme Associate will support programme design and delivery, financial management and reporting by cooperating partners including CSOs that will participate in the Youth Power Hub. In addition, s/he will support with other project management activities such as monitoring and reporting on activities and results.

Education:

Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization

Work Experience:

  1. A minimum of six years of administrative or clerical work experience is required.
  2. Prior experience in programme support functions is required.
  3. Relevant experience in a UN system agency or organization is considered as an asset.

Skills:

  1. In-depth knowledge of the administration which underpins UNICEF country office programme/project operations, including monitoring and evaluation processes
  2. Strong organizational, planning and prioritizing skills and abilities.
  3. High sense of confidentiality, initiative and good judgment.
  4. Ability to work effectively with people of different national and cultural backgrounds.
  5. Strong office management skills.
