**OVERVIEW** ------------ Parent Sector : Culture Sector (CLT) Duty Station: Cairo Classification of duty station: \[\[filter12\]\] Standard Duration of Assignement : \[\[filter13\]\] Job Family: Culture Type of contract : Non Staff Level : Level 3 Duration of contract : From 1 to 6 months Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 19.05.2022 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- Under the overall authority of the Director of the UNESCO Regional Bureau for Sciences in the Arab States, and the direct supervision of the Programme Specialist for Culture, the incumbent will provide programmatic and administrative assistance to ensure the effective and efficient implementation of the Culture Programme/Projects with its emphasis on the Museum of Islamic Art (MIA) and Nubia Museum projects. The incumbent will work in close consultation with the Administration and Finance Unit of the Office. In this regard, he/she shall undertake the following tasks: - Provide assistance and contribute to the conceptualization, design, planning, coordination, implementation and monitoring of activities of the Culture Programme/Projects. This includes assisting with undertaking result-based management, developing implementation strategies, preparing work plans and procurement plans, monitoring progress in implementation, preparing briefs and reports, organizing working and review meetings, evaluating outputs in line with the approved Programme and Budget (C/5), project documents and work plans. Long Description ---------------- - Assist with the procurement process related to the Culture Programme/Projects, including draft ToR of Request for Proposals (RFP), Request for Quotations (RFQ), Invitation to Bid (ITB), Call for Partnerships (CFP), etc., conduct market research, solicit offers, prepare comparison tables, arrange a technical and financial evaluation, document the procurement process, arrange negotiation sessions, draft selection forms, memos, correspondence and contracts for approval, create a vendor in the system, manage/update the Roster of vendors. - Contribute to partnership building and resource mobilization for the culture programme by analyzing and identifying potential partnerships and cooperation opportunities with current and potential partners. This also includes assisting in the development of concept notes and project proposals for bilateral and multilateral partners, international agencies and other potential donors. - Assist with the information and communication activities for the Culture Programme/Projects by preparing FB posts, web-articles, brochures, etc. - Build and sustain working relationships with projects’ implementation partners and other relevant governmental institutions to ensure effective implementation. - Assist with the UN joint programming and delivery by integrating culture into other sectoral strategies and plans to contribute to the achievement of Sustainable Development Goals (SDGs). - Carry out additional activities that may be required to ensure the success of the work team. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framewor](https://en.unesco.org/sites/default/files/competency_framework_e.pdf)k **REQUIRED QUALIFICATIONS** --------------------------- **EDUCATION** MA in museum development, heritage preservation, urban planning and architecture, archaeology, anthropology, arts and culture, or other related fields. **WORK EXPERIENCE** Minimum five (5) years of relevant experience in culture, museum and heritage sector. **LANGUAGES** Excellent knowledge (written and spoken) in Arabic and English. **SKILLS AND DESIRABLE QUALIFICATIONS** --------------------------------------- **SKILLS** - Strong skills in project management with experience in administration, finance, and procurement. - Strong functional competencies in developing and managing contracts in compliance with rules and administrative guidelines, including monitoring and evaluation. - Strong analytical and problem-solving skills, as well as the ability to set priorities, analyze and respond to routine and non-routine issues. - Ability to establish good working relationships with internal and external colleagues, partners, and providers at the national, regional, and international levels. - Excellent communication skills and experience working in a multi-skilled and multicultural team. **DESIRABLE QUALIFICATIONS** Working experience with procurement in the culture, heritage and museum sector in the UN and multinational system and/ or public sector will be an asset. **BENEFITS AND ENTITLEMENTS** ----------------------------- UNESCO’s salary will be paid in local currency at SB-3 level according to UNDP-EG salary scale for service contract holders, which may add health insurance and pension plan coverage upon proof of affiliation. **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- Please note that all candidates must complete an online application and provide complete and accurate information.
