Through the Country Strategic Plan 2019-23 (CSP), WFP Cambodia is contributing to achieving Zero Hunger through a combination of direct implementation and systems capacity strengthening at national sub-national level. Through the CSP, WFP promotes access to nutritious diets through home grown school feeding and improving climate smart food production and transformation capacities of small holder farming communities, whilst strengthening standards and guidelines for food transformation to satisfy the increasing demand for nutritious processed and convenient foods. WFP supports national and subnational disaster and climate change risk management and to the national strategic direction and coordination on food security, nutrition and social protection through enhanced information systems, knowledge management, and public-private and south-south partnerships. WFP also responds to the acute food security and early recovery needs of vulnerable women, men, girls and boys impacted by recurrent disasters.

The CSP aims to contribute to six Strategic Outcomes that are aligned to four Strategic Results of SDG 2 (Zero Hunger) and SDG 17 (Partnerships for Development). These are:

Strategic Outcome 1: Vulnerable communities in Cambodia have access to nutritious, safe, diverse, convenient, affordable and preferred foods by 2025. Strategic Outcome 2: Poor and vulnerable communities in Cambodia are more resilient to shocks and stresses in the food system by 2023. Strategic Outcome 3: National and subnational institutions have strengthened capacities to mitigate risks and lead coordinated shock preparedness and response efforts by 2025. Strategic Outcome 4: National and subnational institutions in Cambodia have strengthened capacities to develop, coordinate and implement well-informed, effective and equitable actions for achieving food security and nutrition targets by 2030. Strategic Outcome 5: Development and humanitarian partners in Cambodia have access to common supply chain services throughout the year. Strategic Outcome 6: Vulnerable people affected by crisis in Cambodia have access to nutrition-sensitive food assistance during and after the crisis.

Position Title: Programme Associate (Food Security Analytics and GIS Mapping)

Type of Contract: WFP Special Service Agreement

Grade: SSA-6

Duty Station: WFP Country Office

Reporting Line: Under the overall supervision of the Head of RAM, this position reports to the Senior Programme Associate (VAM & GIS).

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
  2. Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
  3. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
  4. Ensure and/or perform accurate, timely recording of data within the specific technical area of work and consistency of information presented to stakeholders.
  5. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
  6. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
  7. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
  8. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
  9. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
  10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

OTHER SPECIFIC JOB REQUIREMENTS

There are three key areas of work, specified below, with a focus on current and emerging programmatic priorities including the COVID-19 health pandemic, the flood risk season, other climatic shocks (e.g., drought), among others, in line with the Country Strategic Plan and United Nations Development Assistance Framework.

• Data analysis and Information management (50%)

  • Perform data analysis with statistical software and document the analytical outputs; o Produce data visualizations, including dashboards, charts, infographics and other tools, for communications purposes;
  • Contribute to the development and management of databases, spreadsheets, and other information management tools, including the review, documentation and quality-assurance of datasets for accuracy, consistency and comparability;
  • Consolidate operational information on a regular basis to support analysis and data visualizations;

• Geographic Information Systems (GIS) and geospatial analysis (25%)

  • Produce high-quality maps of contextual information (e.g., food security, nutrition, poverty, climate, disasters, migration, etc.) and programme implementation in accordance with corporate mapping protocols;
  • Contribute to updating and maintaining WFP’s spatial dataset library, including extracting relevant information from various databases, reports, public repositories, and other sources;
  • Advise on updating and maintaining online mapping platforms, including Platforms for Real-time Information Systems (PRISM) and other tools used by WFP and partners; o Design, develop and apply data collection tools for geospatial information, including GPS coordinates;

• Documentation, publication and advocacy (25%)

  • Contribute to the design, development and production of communication materials and analytical products, such as reports, briefs, bulletins, and presentations, for technical and non-technical audiences; contributions can include narrative text, analytical inputs, maps, data visualizations and graphic design, where appropriate;
  • Participate in dissemination and advocacy related tasks in close collaboration with the WFP Communications team and in line with corporate guidelines.

• Ensure gender dimensions are taken into account throughout all areas of work under this post;

• Perform other related duties as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • A minimum of 5 years of relevant experience with increasing level of responsibility.
  • Demonstrated knowledge and experience of project management, including design, planning, implementation, monitoring and reporting processes and procedures gained through technical training and/or work experiences.
  • A solid understanding of development processes and implementing programmes related to food security, agriculture, nutrition, education and/or social protection.
  • Knowledge and work experience in AAP, gender, disability inclusion and/or protection is desirable
  • Demonstrated experience in writing reports, proposals and other related documents for internal and external audiences.
  • Experience in training and coaching teams.
  • Experience with monitoring and evaluation and learning systems, tools and processes.
  • Has provided input into policy discussions and decisions.
  • Experience utilizing computers, including Microsoft Office package (e.g. Word, Excel) and other standard software packages and systems.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area. Language: Fluency (level C) in English language and Khmer
