You have:

  • Technical training courses in office and/or management related areas.
  • Relevant experience in WHO or another UN agency.
  • Experience in Oracle-based or other ERP systems.

Contract

This is a G-6 contract. This kind of contract is known as General Service and related categories. It is normally only for nationals. It usually requires 6 years of experience, depending on education. More about G-6 contracts.

OBJECTIVES OF THE PROGRAMME

WHO India Country Office collaborates with the Government of India and relevant stakeholders within the framework of the collaborative Country Cooperation Strategy, to actively support the development and implementation of national health policies, strategies and plans aiming at promoting access to and utilization of affordable and quality health services and improving the financial protection against health-related risks.

Underlying Values and Core Functions of WHO

WHO's mandate revolves around six (6) leadership priorities specifying (i) advancing universal health coverage (ii) health related sustainable development goals (iii) addressing the challenge of non-communicable diseases and mental health, violence and injuries and disabilities (iv) implementing the provisions of the International Health Regulations (2005) (v) increasing access to quality, safe, efficacious and affordable medical products (vi) addressing the social, economic and environmental determinants of health. The South - East Asia Region (SEAR) of WHO is made up of 11 countries, with over 1.8 billion people, with India's population of 1.3 billion. All the Member States of WHO/SEAR (Bangladesh, Bhutan, Democratic People's Republic of Korea, India, Indonesia, Maldives, Myanmar, Nepal, Sri Lanka, Thailand and Timor Leste), share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation. The mission of WHO India is to improve quality of life of the 1.3 billion people in India by supporting the government in eliminating vaccine preventable and other communicable diseases, reducing maternal and neonatal mortalities, promoting healthy lifestyles, addressing determinants of health, preparing and responding to health emergencies and strengthening health systems for universal health coverage.

DESCRIPTION OF DUTIES

Under the overall guidance of Administrative Officer and direct supervision of NPO (Programmes), the incumbent will perform the following duties:

1. Provide administrative support and assistance to the concerned Technical staff and Deputy-WR on planning and resource allocation across the full range of programmes and projects of WCO;

2. Brief technical staff at all levels on programme support, budget, financial, administrative, and other procedures and practices and monitor the correct use of the WHO Financial Rules and Regulations by staff in their implementation of funds;

3. Provide administrative support to the operational planning and development of projects and work plans and assist the Technical staff/Deputy WR and/or Team(s) through the provision of targeted, seamless programmatic, financial and administrative support work along the life-circle of the project(s);

4. Verify obligating documents, cross-checking relevant information available from GSM or other on-line systems, ensuring the availability of funds, updating files, and transferring funds as instructed or as delegated; clearance of obligating documents, checking them for completeness, accuracy, and following-up on missing elements, liquidating obligations and undertaking reconciliation as required;

5. Verify expenditures to comply with work plans, financial rules and regulations and award agreements;

6. Follow up actions on financial and budgetary matters, acting as admin approver within delegated authority, and coordinate the mid-term reviews and the end of year of biennium closure of accounts exercise for the Department Screen and review various contractual materials, issuing PTAEO numbers, earmarking funds, and verifying and clearing payment requests;

7. Prepare appropriate draft contracts for individuals or service providers such as APWs, and other contract modalities;

8. Prepare routine and ad hoc financial reports using GSM and other related sources of information to assist the Deputy-WR in taking appropriate decisions and to ensure that funds are utilized optimally;

9. Monitor and follow-up on programme implementation-levels, drawing the attention of the Technical staff/ Deputy-WR to problems, inconsistencies delays and other anomalies detected;

10. Check, obligate and clear purchase requests for services and equipment, working in close collaboration with relevant colleagues to ensure that ordered services are appropriate;

11. Draft routine and non-routine correspondence on own initiative or on the basis of instructions; finalize correspondence/reports for signature; analyze incoming correspondence and requests, researching, obtaining and attaching background information where required, or redirecting them as appropriate, drawing the attention of the supervisor or other senior staff concerned; drawing Technical staff/Deputy WR's attention to urgent items and deadlines;

12. Take minutes in the team meeting of Deputy WR, Team leaders and Administration;

13. Prepare/compile briefing materials for supervisor for use during official trips, meetings, or sharing with national authorities;

14. Oversee the organization of large-scale, high-level, international meetings relating to the work of the programme support team and coordinating logistics for off-site meetings; and

15. Perform other related duties as required or instructed, including providing support to other areas of work as assigned. All other related duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school education or equivalent. Desirable: Technical training courses in office and/or management related areas.

Experience

Essential: At least 8 years of relevant experience. Desirable: Relevant experience in WHO or another UN agency an asset. Experience in Oracle-based or other ERP systems an asset.

Skills

The incumbent takes self-initiative to maintain and update proficiency in the use of modern office technology through in-house courses, on-the-job training or self-training. He/she keeps abreast of changes in procedures and practices, rules and regulations, organizational structure, in the department, the cluster and WHO, to be able to brief others and explain procedures.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at INR 1,035,979 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
