North Macedonia is an upper middle-income country and a candidate for EU membership since 2005. Skopje is an “A” family duty station. UNICEF office in North Macedonia is small size office (app.25 people).

The UNV Planning and Monitoring assistant is expected to be part of the Programme effectiveness outcome to ensure sound programme planning and monitoring It will directly report to the deputy representative and closely cooperate with programme units (hereinafter programme units)– Health and Nutrition, Education, Child Protection, Child Rights Monitoring, Communications and Operations sections.

The UNV Planning and Monitoring assistant provides technical, operational and administrative assistance throughout the planning and monitoring process preparing, executing and implementing a variety of technical and administrative tasks to ensure that all aspects of programme planning and monitoring are carried out timely, effectively and as per UNICEF policies and procedures.

In addition to duty station specific vaccine requirements, appointments are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the appointment. It does not apply to UN Volunteers who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their contracts.

Under the direct supervision of the deputy representative, the UN Volunteer will undertake the following tasks:

The Programme Assistant will work closely with the deputy representative to support all team members in ensuring that results of the programme are well articulated; new projects developed; results are tracked and documented; and that both internal and external reports capture the actual changes that are happening with the Country Programme interventions:

  • Provide technical support to the Deputy Representative and programme units as necessary to the process of developing and monitoring joint UN workplans, Annual Work Plans, including reporting on progress of the equity, gender, disability and other markers as outlined in the Programme Policy and Procedures Guidance.
  • Provide technical support to the deputy representative and programme units throughout the transition to eWorkplans.
  • Provide technical support as necessary in organising annual/mid-year/mid-term/end term country programme reviews ensuring consistency with objectives and goals set out in the CPD and contribute to the Annual Management Plan.
  • Provide technical support to programme units to ensure that the respective implementing partners (CSOs) effectively utilize various online platforms such as eTools, UN partnership portal, etc.
  • Monitor follow-up actions based on management decisions resulting from annual/mid-year/mid-term/end term country programme review processes. In doing so, identify, capture, synthesize and share lessons learned from annual/mid-year/mid-term/end term country programme review processes.
  • Support deputy representative in ensuring that the programme components are effectively monitored with focus on the intersectoral programme results, cross sectoral programme component results to facilitate programme coherence and convergence where appropriate.
  • Provide technical support to the deputy representative and programme units to effectively monitor and report on the intersectoral programme results and cross-cutting themes.
  • Contribute to the development and implementation of programme monitoring framework.
  • Provide technical support to the deputy representative and programme units to ensure that the appropriate selection of the implementation strategies is utilized to address development bottlenecks.
  • Provide technical support to the deputy representative in ensuring that the results of the innovative modelling are properly captured for further vertical and horizontal scale up.
  • into broader knowledge development planning and management efforts.
  • Research and report on best and cutting-edge practices for development planning of knowledge products and systems for programme effectiveness reviews.
  • Participate as resource person in capacity building initiatives to enhance the planning and monitoring competencies of clients/stakeholders/implementing partners.
  • Participate in appropriate inter-agency (UNSDCF) platforms meetings/events on planning, monitoring and reporting to collaborate with inter-agency partners/colleagues on UNSDCF operational planning and preparation and to integrate and harmonize UNICEF position and strategies with the UNSDCF development and planning process.
  • Any other work-related duties that may be assigned from time to time.

Working with UNICEF, the UNV Programme Assistant will contribute to obtain the following results:

• Accomplishment of the stated key end-results by providing professional expertise and assistance in information/data collection, statistics and data analysis, monitoring; • Preparation of reports, communications and partnerships with specific focus on routine and administrative data collection and monitoring, for better preparedness, targeting and coordination of development interventions • Programme implementation progress is monitored for adjustment, acceleration and improvement of program delivery and sustainability • Effective coordination and working relationships with internal and external counterparts are kept maintained for advocacy, information sharing and knowledge networking • All existing programmes and projects including regional ones follow corporate quality and transparency requirements in a timely manner

supporting the planning, monitoring and implementation of the development programmes; experience with results based planning and monitoring frameworks is required, experience with the UN or other international development organization in the area of planning and monitoring is a strong asset; • Experience in providing technical support in project management and coordination • Technical knowledge in at least one of the areas following areas: project and programme planning, monitoring, results-based planning/monitoring. • Knowledge of English and Macedonian language. Knowledge of other local language(s) is an asset.

UNICEF is located in Ssskopje. Selected national UN volunteer is expected to commute to the respective office at his/her own expense.

As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for arranging his/her own housing and other living essentials.

The contract lasts for the period indicated above with possibilsity of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost of living expenses. Life, health and permanent disability insurance are included (health insurance for up to 3 dependents), as well as final repatriation (if applicable) and resettlement allowance for satisfactory service. Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential (WBD) will be provided monthly.
