ORGANIZATIONAL CONTEXT

At this level, job holders are responsible for the completion of a range of specialized and/or standardized processes and activities requiring some interpretation of standard guidelines and practices. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff. They work under minimum supervision, perform basic analyses and compile reports to support information consistency and smooth implementation of programmes/projects.

JOB PURPOSE

The Strategic Outcome 4 aims to strengthen national capacity to anticipate, mitigate, respond to and recover from shocks and to provide social protection safety nets that meet the food and nutrition needs of vulnerable populations and equip them with the knowledge, skills and health to make a living and achieve their potential. The outcome is in line with objectives 1 and 2 of the national master plan for the prevention and mitigation of natural disasters, the master plan for disaster risk reduction for 2017–2030, the second national strategy for basic social security (2016–2024) and the education sector plan for 2020–2029. It contributes to UNSDCF strategic priority 1 (human development). Activity 4 of the new Country Strategic Plan for WFP in Mozambique focuses on supporting national and government actors in preparing for, responding to and recovering from natural and man-made disasters. Through this activity WFP will offer policy advice, capacity building support, the facilitation of South–South and triangular cooperation, knowledge sharing, advocacy and evidence generation, and training and learning opportunities aimed at strengthening national and local emergency preparedness, response and recovery capacity.

Under this umbrella the Research Assessments and Mapping (RAM) unit at the WFP country office in Maputo, supports INGD, INAM and other governmental agencies to strengthen national capacity for the use of innovative technology for effective Early Warning and Emergency Preparedness and Response. Additionally, the unit is responsible to produce maps, geospatial analysis and other GIS products to other teams at the Country Office and in Field Offices.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the VAM Team Leader, the GIS assistant will be responsible for the following tasks: • Produce maps, geospatial analysis and other GIS products for several teams at the Country Office and in Field Offices; • Maintain a database of geospatial data and vulnerability related datasets to be used for maps, reports and infographics; • Liaise with Field Offices to update geospatial data related to WFP operations; • Support production of climate analysis and delivery of trainings to national governmental agencies; • Support preparation of trainings for the use of drones in Nampula; • Support processing of the data that will be collected by the drones to understand the impact of natural disasters, to map areas at risk of floods and of erosion; • Keep control of UAV equipment and plotter; • Manage imagery collected with drones, apply data labelling, storing and back up; • Ensure data, maps and reports related to GIS and UAV activities are stored in the RAM Teams folder and when required in the WFP Data Lib; • Support internal procurement and admin processes related to the activities above; • Perform other related duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in Economics, Food Security, Statistics, Data Science, Public Health/Nutrition, Geography, or another related field. Experience: At least Two years of experience in the application of GIS or UAV technology in the humanitarian context. Four years experience in GIS systems. Language: Fluency (level C) in both English and Portuguese Language.

Knowledge & Skills

• Good data processing skills using Pix4D or similar software; • Extensive knowledge of ArcGIS, QGIS or similar software; • Basic knowledge of remote sensing and climate related concepts; • Good skills in mapping and geospatial data management.

DELIVERABLES AT THE END OF THE CONTRACT

• Maps requested by colleagues at the Country Office and in Field Offices are produced; • A repository for geospatial data and maps in the RAM Teams environment is available and constantly updated; • Data processed in Orthomozaic and DSM/DTM for Nacala city; • Climate analysis are performed whenever required; • A register of all UAV equipment is maintained, equipment is properly stored and replaced when required; • Training on how to pilot drones and how to process data are delivered to INGD staff; • All internal procurement and other admin tasks related to GIS and UAV activities are taken care of on-time.
