You have:

  • Master’s degree in Computer Sciences, Economics, Development Studies, Public/Business Administration, or equivalent.
  • Minimum experience of 5 years in public and/or private sector with provincial/national/international organization(s) demonstrating evidence of operations/implementation of projects at field level.
  • Fluency in both oral and written communication in the UN language in use at the duty station and in the duty station’s language, if different.
  • Experience of working with Government on secondment or in close collaboration for programme implementation will be an asset.
  • Should have excellent command on MS Office, analysis, trending, data reporting etc.
  • Should have knowledge of the geography and have travelled to the remote areas of the country.
  • Proven ability to work in a collaborative, multi-tier team environment; and good communication, people management, and writing skills.

JOB PURPOSE

The Programme Assistant (Enrolment & Compliance) will be responsible to support the Programme Associate-E&C in managing the implementation of enrollment and compliance processes for the Conditional Cash Transfer (CCT) programme-Nashunoma, whilst ensuring that all the logistical requirements are fulfilled, and activities are implemented as per the operations manual.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Perform specialized and/or standardised processes and activities within the specific technical area of work supporting alignment with wider programme policies and guidelines. 2. Provide project management and/or general office support following established targets and WFP’s policies and procedures. 3. Within the specific area of responsibility, compile data and support analysis and preparation of reports (e.g. food assistance needs, resource utilization, programme status, performance) in order to support operational decision-making. 4. Perform accurate, timely recording of data within the specific technical area of work (e.g. food security and vulnerability assessments) following corporate standards and guidelines. 5. Work and exchange information with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities. 6. Support communication and activities with local partners, agencies, NGOs and government institutions. 7. Act as a point of contact for resolution of general operational queries requesting assistance where necessary. 8. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

OTHER JOB RESPONSIBILITIES

  1. Facilitate Programme Associate-E&C for enrollment and compliance of the eligible beneficiaries as per protocols in project areas
  2. Coordinate with BISP MIS team for the potential beneficiaries’ lists for onward sharing with field offices and ensure the work plan with targets at district level for effective implementation of enrollment and compliance processes;
  3. Ensure that FCs are following the program protocols during enrolment and compliance as per operational Manual.
  4. Ensure an effective and timely program’s implementation, particularly enrolment and compliance in line with the Operations Manual and guidelines;
  5. Ensure that the required set up of enrolment and compliance processes at Facilitation centers are followed
  6. Identify the program needs in terms of logistics and administration of the enrolment and compliance processes in the field and coordinate with relevant entities to ensure the placement of related support;
  7. Coordinate and supervise activities related to the enrolment and compliance verification process, data verification and required analysis, and follow up with Field offices on data related discrepancies and corrections.
  8. Supervise and guide the field staff on enrolment and compliance processes to ensure correct entries as per protocols.
  9. Prepare periodic reports on the progress of enrolment and compliance in the field and recommend the areas of improvement based on lessons learned.
  10. Ensure timely response to all queries raised by the field staff related to Android Application and coordination with Programme Associate-E&C.

STANDARD MINIMUM QUALIFICATIONS & EXPERIENCE

Education: Master’s degree in Computer Sciences, Economics, Development Studies, Public/Business Administration, or equivalent
